The Hiocan council is a faction that lives in sector 7 -6. Their system has not so many planet, but more asteroids. The Hiocan council rules from the homeplanet Hio. The current leader is President T'Lara. She is very strict, but fair. The Hiocan are logical people and they have clear legislation and system. Various councils with mostly elder people decide over various things. Although religion is separated from governing the high council has the authority to correct the hiocan council.

The Hiocan were not always logical. History records shows that they used to be very hot-heated and had lots of war, for more detail see Hiocan History. It was then that the philosopher Lotak found enlightenment and spread his believes of logic and peace. Faith spread and by co-operation scientific progress was made quickly and the live standard became better. By using solar and wind energy and being able to get the best results with minimal resources they spread quickly.

The Hiocan have a democracy where reason rules. Their council has representatives from various areas and backgrounds so as to being able to make the wisest decision. This has resulted in a high life standard for everybody and only the most skilled could be called wealthier than others. Their education and research academies are well-known. They have colonized some nearby planet but prefer to first make the most of something before expanding.

The Hiocan just recently joined the Union to be able to trade and are just a minor player. Knowledge, technology and rare elements are their main product. They want to show and share this at their 1st Intergalactic Science Conference.

In their system they inhabit two planets. First their home planet Hio is dry and volcanic and the planet Erau is wet and tropical. The two planets rotate in the same orbit but exact opposite.

When Hiocan reach the age of 15 their body is full grown, but their mind has still continue to develop and therefore there are consider fully grown up at the age of 25. From 15 on they have minor voting rights, from 20 major rights and 25 full rights.

Marriage ismostly considered a logical choice as one would want a suitable partner. The number of arranged and marriages out of love is about 70:30.

Paper is still used within the Hiocan society for special things like cards, charms and books. Writing and calligraphy are held in high esteem as it shows the skill and effort a person has put into it.

The Hiocan are quite religious. Their whole society is build upon logic of the enlightenment of Lotak. The enlightenment teachings of Lotak includes various guidelines for what is considered logical behavior. Reason is an important aspect but emotions are also taken into account (because we have them for a reason). In case of a stalemate when both parties have logical arguments which both hold a martial art dual is hold to decide it (most of these cases involve lover affairs). There are various Hiocan Rituals for coming of age/marriage which included their telepathy power.

The highest cultural entity is the High council. They make sure that the teachings of Lotak are followed. The council consists of 5 elders and although they hardly use it they can counter the Hiocan councils political decisions.

Not only the mind but also the body is trained. Suus mahna is an martial arts style which every Hiocan know as this part of the mandatory military training. In this martial are style one fights with a one-handed weapon or shield and emphasis lies on counter attacks. But there are various streams and each forms their own order. The ancient order of “the warriors of Ahkra” is considered the most powerful. They have strong telepathic/telekinetic power and most Tren-tors (masters) of this order also have a strong relation to the force. There are various jedi/force related artifacts passed down by the Tren-tors.

The core of Hiocan culture is freedom and logics. Reason rules but emotions and desires are also considered. One is open to do things as longs as one takes responsibility for own actions. As ones knows the risks you can take and do not bring others in danger.

Respect and equality are the main pillars within the Hiocan society. Everyone is equal and has the same chances, there is no discrimination. Learning is a combination of nature and nurture, but the Hiocan lays clearly more emphasis on the last. There are many different schools within special learning methods. There is open competition and only the best will get to the top

Crimes are very uncommon in this society. The strict rules and regulation make sure that people stay on the right track or are helped to get back. Hiocan rule is humane and corporal punishment mostly does not solve the problem behind the crime. There are various centers for people with various problems to physically and mentally to make them capable to reenter society. People who purposely endanger themselves and other are severely punished. The death penalty exists to safe the society from bad influences.

Slavery does not exist and it is prohibited to bring them. The Mandalorian are quite brutal and some slave have made the journey to freedom alive (but not always unharmed). They get thorough a physical and mental check-up and help were needed. They are welcomed and with help of a integration program they are educated so that they can live on their own. As the Mandalorian are quite brutal most ex-slave end up in a mental institute for some time. When they do not cooperate or bring harm to the Hiocan society they are punished and ultimately send back. Servants are permitted, so some slavers let their slave sign a contract so they are temporary a normal servant.

The Hiocan society has great academic live. Most inh abitants have at least a bachelor degree. Education is of great important, not only intellectual but also psychical. After graduation they get one year of military (combat)training. So although their real army is not so big, every citizen can be called to arms and then they got quite an impressive force. The science academy is the largest building in their capital city Mya, after which comes the councils building.

Although the Hiocans are peaceful they are military oriented as the body as to be trained as well as the mind. Every Hiocan has to do one year of military training when they come of age and thus the entire population can be called to arms.
