Interregnum Democracy of Scir

Scir is a sovereign state in the Scirla System in Sector 13 -3. It is a Direct Democracy, where a small government writes proposals which are put to a vote of the public. In a week, citizens often vote on a douzen issues. Voting is mandatory for all citizens and though blank votes are allowed, failing to vote results in a fine.

Originally a monarchy, history states that the entire royal family left Scir without notice and without a trace, leaving the people in confusion as to who should rule in the Monarchs absence. Since Scirian law dictated that only a member of the royal family had the right to rule in the absence of the monarch, no person on Scir was qualified to take over leadership in the royal family's absence.

After long debates and several violent altercations, it was decided that since none were qualified, the responsibility would have to be shared by all and a so called Interregnum Democracy was instituted, a temporary democratic rule that would be in place until the royal family returned.

For the past nine centuries, there has been no sign of the royal family and it is now generally believed that the family was killed in secret by assassins in an effort to bring about democracy. If so, the plan worked surprisingly well, as Scir has been a stable democracy longer than most democracies.

Scir is best known for its high yield agricultural output, both on the main world and on its moon. In its history, it has had famines due to large failed harvests, but nowadays better biological control has made Scir one of the most fertile planets in the Union. Its organic output is currently unrivalled.

In turn 126, the Interregnum Democracy of Scir split off from the Union together with the Free Peoples of Wrarrbo and Liberal Assencia to form the Free Confederacy. Representative Lophos is its representative there.
