This upgrade to the Fleet Zone allows it to act as a supply base in addition to its other capacities.
For example, a Fleet Zone supporting a military fleet can start acting as a supply base for a allied fleet. Another example is a Fleet Zone that acts as a supply base for two allied fleets.
