This race is capable of natural flight, be it by wings or by gas bags or even natural anti-gravity generation. Races capable of flight spend less time and money worrying about infrastructure and as a result pay less for the construction of zones. Costs for new zones are reduced by 100 for every full one billion people on planets with an atmosphere of any type, but never below half the normal costs. If the planet has Natural Life, the cost is reduced by only 50 but never below one quarter. This can only be taken once for obvious reasons.
