Territory Act

The territory act defines how Union members go about handling territorial issues with regards to passage of ships and construction.
- The Union acknowledges the sovereign territory of a member if they are the only Union world in that sector.
- Any Union member has the right to block the use or construction of any installation, and to block the passage of any ship in their sovereign territory unless such construction, use or passage was granted as part of a binding agreement.
- Any Union member that wishes to construct or move through another member's territory must send notification of this one turn in advance.
- Failure to reply to the notification does not constitute a binding agreement.
