The cooperation for intergalactic exploration is a cooperation responsible for the exploration of other galaxies than the Xi-Tra system. They have been granted power to negotiate with aliens by the federation of nations.
While the federation of nations has way more power and decisiveness than earths United Nations they follow pretty much the same structure. Whenever something involves territory controlled by none of its member nations a cooperation is founded to do this something. Examples include the cooperation for intergalactic exploration and the cooperation of universities, tasked to exploit the atmospheric properties of tra-1.
