Mass migration is a logistical and psychological challenge. Through careful preparation and execution it is possible to migrate a large amount of people.
You can set up a mass migration project to move population between worlds within the same system. To do so, you need to determine how much of the world's population you wish to migrate, and where you want to migrate those people to. You can move at most one-fifth of the total population or 2.0
(whichever is larger) in a single project.

You declare the amount of
you want to move up front at the start of the project. Each
of the project you must pay 150
to move 0.1
. The migration process can not be interrupted. Once the migration has started, it must be completed.
After the project has been completed, you can not start another migration project on the world for at least 30
. Note that this cooldown only counts for population moving away, a world can be the destination for many migration projects in quick succession.
Remember that you must pay Population Growth Cost if you increase the population on the destination world to cross a barrier of 1
. The normal limitations for
population apply.
