Greenhouse gasses are released and short lived microbes are scattered over the world to find specific gas pockets and vulnerable rock. The surface of the world is then bombarded from space with high energy lasers to vaporise specific area's of the world. The plumes capture the suns rays to melt more materials on the world and create a thick atmosphere. Global temperatures rise by several degrees.
The Surface Heating technology allows the process of terraformation to add a Type IV Atmosphere to a world previously devoid of such. Despite using microbes, the technology does not add natural life.
This technology functions only on a 
Goldilocks Orbit world.
