We should allow people to set a +1/0/-1 opinion on an OOC topic. The opinion should be a selection that can be changed at any time. The idea is to lower the barrier to reply on a topic: by quickly putting down an opinion without an actual post people will feel less burdened (as normal 'cool' replies create spam).
