((OOC: A private discussion between Senator Danar Tassar and Senator Gregory Konev in Purgatory.))

Tassar arrives at Purgatory at the agreed time. He proposed to go to one of the more private benches were they could talk without being disturbed.

"Greetings Gregory Konev," Tassar said before they ordered drinks, "I assume you have seen the offer of the Praetorian Empire to sell capital ships? Though they have never made it official, they somewhat said that their intention was to just produce the ships for themselves, and now they are going to the market after all.

We of the Consensus see this as another action of the Empire showing to have no interest in cooperating and just going their way ignoring anything else.

Of course legally they are allowed to do so, but that does not mean that we cannot take counter actions. We of the Consensus have some ideas of how we can secure our market through cooperation with the Unified Republic of Darya, and therefore we are interested in the opinion of your faction, Senator."

With the "recent" opening of the senators lounge Konev had gotten a membership for purgatory. He had found that the gentlemen's lounge served excellent tea and had become one of his preferred stops to rest after a day at the senate.

"A good day to you Senator Danar Tassar." Konev said as he took his seat.

"We have been thinking about that may be the best idea is to out compete them. But i'm open to your suggestions."

"First we of the Consensus thought of cooperating with the Praetorian Empire, but they seem to choose for a selfish and lonely path concerning the (:capital-ships) . When the military think tank is running, we, the participants of the facility, will certainly develop some technologies and special projects that requires (:capital-ships) . We can distribute such technologies with as limitation that the required (:capital-ships) will come from our two parties. Besides this we, the Unified Republic of Darya and the Teprogrenaian Consensus, can set our prices below the prices of the Praetorian Empire. Their lust for quick money will likely prevent them from lowering their prices a lot. And even if they do so, the Consensus is willing to go very low with the prices, as this can lead to good political benefits. "

A waitress appeared with a strange device, in a way similar in to a water pipe the Hutt liked to use sometimes. Though this device was clearly not used to smoke. "Thank you," the teprogrenaian senator said to the waitress, before she left. Tassar took a sip out of the tube and swallowing the stuff inside before continuing.

"Some of us in the Consensus also believe that our two factions, yours and mine that is, can work together in supplying capital ships to buyers. There is however an important downside. The only way we, of the Consensus, managed to agree to sell (:capital-ships) , is by ensuring that the ships are used in ways we think are beneficial for the defence of the Union. Therefore, any party who wants to buy ships from us for offensive capabilities must first convince us by meaning of an interview.

"I see we came to a similar conclusion about the Praetorian Empire. They seem to be in it for the short term benefits while ignoring the long term side effects." in the meantime konev's thee had arrived that he gratefully accepted from the waitress be fore returning to his conversation.

"I think that indeed our working together on military technologies will be a strong selling point of our capital ships. I think that it should be possible for Darya to lower prices so together with our better development strategy we can out compete the Praetorians."

"You do indeed pose stricter limitations on the people who wish to buy your (:capital-ships) I had heard that there were some negotiations between your people and the Veolian Commonwealth. Darya sees this a bit simpler seeing that we only wish to sell to union members and we believe that that is sufficient security for the use of the (:capital-ships) . If I may ask why does the Consensus belive it needs to do such a string interview process?"

"In the past we had bad experience with space travellers. The Teprogrenaian Consensus developed space travel during the times of chaos. Our first encounters were with pirates. You must understand, we were grown through co-operation and working together, so extreme violence was strange to us. Pirates attacking us with first contact was for us is like for you if a fellow citizen on the street picks up his rifle and shoot you trough the head while you said 'hello'. As we had a history of no war, we didn't know how to fight. It took us like 1500 years before we finally had a real victory in space combat.

This have its impact on culture. From nature we are caring and selfless. From teachings we are hard and merciless. The best way to secure peace is by nobody having war ships. But there are a lot of people out there with different ideas, so the only way we see to get peace is by having superior war ships hence our investments in (:capital-ships). "

Tassar took a sip from his device.

"Now the Consensus faced the issue of selling or not selling (:capital-ships) . Everybody had to agree with the decision, but that would be impossible if there are three view points, with two of them selling, and not selling. The only way we reached consensus is by making sure the (:capital-ships) we sell are used for the same reasons we would build a fleet: to protect against war, not to wage war. It took about 78 years before we came to a resolution everybody agreed with.

We know that we take a risk at providing the Veolian Commonwealth with fleets, given their conquering nature. But at the same time it is a test as well. If the Veolian Commonwealth is not using the fleets for war then we can be more easy with selling ships. If the Veolian Commonwealth is using the ships for war though they did pass the interview we must change our policy."
