Those that know how to implant such cybernetics have the power to determine the fate of a parent's child: live or die, at the whims of someone else.
No veolian parent would ever allow their children to be dependent upon such a third party, as this is an immediate route to becoming subservient to those that have such power. You claim that if a resource is unavailable, you should find another resource. But such cybernetics are a very delicate and advanced technology, and they require a lot of factors to work. What if one of these factors, let's say a few large corporations that are responsible for the fabrication of cardio-vascular implants, decide to work together and take power?
Of course, that would mean a massive undertaking. The Stellarian Triad Federation has over 3.7 billion inhabitants. But their is a chance that a few very powerful individuals could gain the power over the life and death of your children. Even worse, some of such corporations could even incorporate back-doors in their implants, allowing them to threaten your children's lives later in their life. Such a situation can not be tolerated!"

"In the very centre of Triad City, our capitol on Stellaria, there is a monument called 'The Celebration of the First Born'. It was built eighty years ago to celebrate the birth of the first child to increase the population since the Cataclysm of Partesia.
You see in the past three-hundred years the Astrian population has decreased by more than 1.2 billion. It is the sole reason children are held so precious by Astrians and are protected at all costs.
While we are currently increasing our numbers again, without cybernetics we would be on the brink of extinction."

"My grandparents had no less than twenty-five children. Of those twenty-five only my father made it to the age he could reproduce and his parents where already dead by then, they had suffocated because their lungs couldn't extract enough oxygen from the atmosphere that had a lower percentage of it back then.
The oxygen levels only reached what most species consider normal levels about fifteen years ago. These things are the main reasons we use cybernetics and why we will keep using them."

"I understand there was no way you could have known about this and I ask of you not to pass these things along to others. I hope this makes you understand a bit more why we use cybernetics now and I am sure you would agree that it is a better option than extinction."

So", the princess spoke in an amused tone, "in accordance with your interesting saying, I have decided that I shall ignore their advice. "You may speak freely," she added with a serious tone, "but do not worry about getting my dress dirty. I have a small legion of servants to take care of such things", she added while smiling.

Shadow of War could see a well armoured veolian male, presumably one of the Princess' bodyguards whisper something to her.
"We shall use our own transportation.", the princess replied to Shadow of War.
The bodyguard stepped forward. "I shall accompany her imperial highness, as is my duty to her family.", he stated, not so much requesting permission to come aboard but rather stating that he would.
The princess looked at the servant girl that had given her a glass of water. With a smile, the girl turned toward Shadow of War.
"Lord-fleet admiral Shadow of War, will you grant me permission to come aboard as well, so that I may assist my lady? And will you also grant permission for lord Shebi Chayar to come aboard, so he that he may serve as the protector of my lady?"

After a minute, a hoversled moved along the princess' platform. Once the princess, and both her servant and bodyguard stepped onto the sled, it smoothly moved toward the hull of Shadow of War.

Shadow of War directed his anti-turbulence system to the hover sled to ensure the wind wouldn't blow the Veolians of it. Even at a few hundred metres wind speeds where a lot higher than on the ground.

Once the Veolians where on board and through the airlock, they found themselves in a dimly light room filled with crates and boxes. Most where marked as medical supplies.

"I'm sorry but you'll have to walk a short distance. Please take the door on your left and then go right into the hallway. After about 250 metres a door will open to your right."
Now his voice sounded like it came from the intercom.
"If you require any assistance I will provide it as far as possible."
Shadow of War directed his anti-turbulence system to the hover sled to ensure the wind wouldn't blow the Veolians of it. Even at a few hundred metres wind speeds where a lot higher than on the ground.

When the trio was in the hallway the door behind them closed. The door looked exactly the same as the wall and with no door frame or keypad, the door blended in perfectly with the wall.
"I know that, Your Highness, but my interior design makes it very easy to get lost."
After about 250 metres a part of the wall opened, revealing a brightly light room. There was a saloon table with a comfortable looking couch and comfortable chairs placed around it on one side of the room. On the other side there was a pedestal with a glass jar on it, the jar held a plant with a red flower, a white flower, and a blue flower. Each flower was turned to a light on the sealing of the same colour. The lights moved slowly and as they did the flower of that colour tracked it.
"Please, have a seat and make yourself comfortable. Would any of you like something to drink?"

"Shadow of War, with all due respect, I can see a saloon table inside a spaceship any time I want. I was hoping that you could show some more of yourself, so that we could see why you choose to live your life as a warship."

After about five minutes they opened again to reveal a different room.
At a first glance it didn't appear to be a room at all, it looked like the three veolians would step into space if they exited the elevator.
Across from the elevator door there where two balls of bright light, one of them white the other red. A little to the right of the two orbs was a smaller blue one. Five gaseous arms stretch out from a point behind the elevator, coloured a blueish green with clouds of purple.
"Come please enter the room. Don't worry this all an image, you are still on board."

"This is the Novalia system", the princess stepped into the room. She pointed to the white and red orbs. "The Novalia sisters, together with their sister Lianee in the third orbit. Over there the hydra nebula." she pointed to the smaller blue orb, and finally to the cloud. "I must say, this holographic projection is of an excellent quality. Can you project anything, or are you limited to a library of imagery?"
While the princess was talking, Shadow of War could see that, unlike the princess, the servant girl did have a bit of trouble trusting the floor. She hesitated to step out of the elevator.
