"Thank nothing of it, doctor Asillion. This meeting is valuable especially because of such things. It shows me where the problems between our two people lie."

"My people pride themselves on the fact that we can and will withstand or adapt to changing circumstances. And in the past we have. But at the same time, we can be very unchanging when we see no need to change. I think this is due to the longevity of hemets.

The veolian senator looked at her slave with a wistful look.

"Lady Khaw Rohana is the oldest known hemet, with over 3100 years. She has personally experience the aftershock wars. And it is said that she still performs the same exercises and katas she performed when she was 120.

At 348, I have seen 9 generations of my kin come and go, and I am considered 'a bit young' for the position of senator. Can you imagine the time it takes for my people to see the benefit of a change?"

For a moment, it seemed as if this subject was very close to the veolian senator. But then her expression changed, and she donned a pleasant smile again.

"Senator, just talking will not be enough. Though I consider you a friend, my people will have to see the benefits of accepting the Stellarian culture, before they can see your people as a true friends. I fear that we have a lot of work ahead of us."

"I believe we have some common ground there.

As you where told the last time we met like this, during the Reproduction War people where treated horrible. They where seen as objects, to be treated, bought and sold as the owner saw fit. This caused our... intolerance of things like slavery. It's part of our history to condemn such things and our duty to remember and pass it on to prevent the same mistakes.

It will take more than words or a medical examination to convince us that this is different from the practices of Veolian culture."

Maria did her best to explain without causing another conflict, carefully choosing her words.

"Perhaps experience and practical learning would offer a solution for both of us?"

"That might be the best solution. But it won't be simple."

Aeka looked pensive for a moment.

"Let's say, purely theoretical, that that we could each find a group of people from our world."

"The group of veolians would travel to Stellaria, where they could be implanted with astrian cybernetics. For now we'll leave it undecided how much and which cybernetics exactly, but I assume that the spinal implant would be necessary.

The group of astrians would travel to Mirda, where the would consent to being slaves. Again, whom their owners would be we'll leave undecided for now, though it matters little."

She looked at Maria and Miranda to get an idea of how they were taking this proposal.

"There are some problems to work out, as someone can't really be a 'slave for two years'. The same goes for the cybernetics implants, I would hazard. To my knowledge, it is very difficult to regrow damaged spines, so removal of the implants is not really an option. Then there is the legal status of the 'visitors' to consider.

Though it might be arranged, I do not think that any astrians that consent to be slaves should somehow be put in a preferential position. That would have the appearance of this being a publicity stunt only, and their consent would mean little. The same goes for the implanted veolians, they should not conform to the full veolian law with regards to cybernetics, as that law is specifically designed to ensure that augmentative cybernetics do not offer benefits above the biological level, and this exchange is specifically meant to allow such benefits to surface."

Aeka flashed a smile at Maria.

"Maria, I have a few ideas on how to do this. If you see merit in this, how would you propose we go about this?"

"I had a similar idea in mind."

Maria had a thoughtful look on her face.

"First of all, I think we must ensure both groups are volunteers and that they are fully aware what they are signing up for, before they sign up. That shouldn't be to difficult and would solve the problem you mentioned.

Then we would need to agree on a few matters, so we both can assure the well being of our people.

Lastly, we would need to make arrangements to make the chance of success of this agreement as high as possible."

She waited a moment to gauge Aeka's reaction.

"What do you think?"

"I think we should discuss the details of such an arrangement. That way we can determine what needs to be done, and what issues we will most likely encounter if we implement such a plan."

As Aeka was speaking, Serrah grabbed a datapad from the bag she brought with her. She wrote some things on the pad, and handed it over to Aeka. Aeka looked at the pad, and quickly shared its content with Maria and Miranda.

"We will need to discuss: 1) the legal status and nationality of the exchanged citizens, 2) the duration of the exchange, 3) possible agreements to assure the well-being of our people, 4) how the exchanged citizens are selected, and 5) what arrangements would improve the chance of success."

She handed the datapad back to Serrah, who started to take notes.

"This whole endeavour starts with the exchanged groups, so let's start there. I agree that both groups should be volunteers. But there are some things to keep in mind when recruiting volunteers. I'll shortly outline the qualities the Astrian volunteers should possess to ensure a high chance of acceptance, and what legal issues might arise immediately from their prolonged stay in the Veolian Commonwealth.

When determining whether someone would make a good slave, veolians pay close attention to the skills or potential to learn they see in a potential slave. Because the slave would effectively represent them in all ways, and because slaves are something of a status symbol, they wish to have very attractive slaves. And with roughly 80% of the current slave population being female, it is safe to say that my people prefer female slaves.

Legally, any augmentative cybernetics would cause serious problems. Under normal circumstances, the law calls for sterilization of anyone with augmentative cybernetics. However, in the case of Astrians, we might be able to work around it by claiming that these are restorative cybernetics, and that the individual could not survive without. As you told me earlier, you have stringent laws on the capabilities of cybernetics as well, so this should be possible.

However, since most veolians do not particularly appreciate cybernetics, even the restorative kind, they would think twice about taking a slave that has artificial organs. They would not let this stand in the way of acquiring a highly skilled and very attractive slave though."

For a moment, Aeka looked deep in thought.

"I think you might be hard pressed to find volunteers for this idea of ours. For example, doctor Asillion would make a fine candidate." Aeka turned to Miranda. "I mean this is a heartfelt compliment, doctor. Your are clearly skilled, and very attractive. I would be proud to count you among my belongings."

Turning back to Maria, she continued.

"But if your candidates are like doctor Asillion, they will most likely also find the whole idea slavery repulsive. But I'll leave that to you Maria. For now, I would like to know what kind of veolian volunteer I should be recruiting to optimize the chances of success."

"Uhm..., Thank you. I think?" Miranda was a bit unsure how she should take what Aeka meant as a complement.

She decided not to dwell on it.

"If I may make a suggestion? A college of mine, who specializes in genetics, has told me certain defects a person can be born with, have favourable properties. Might such people be a good choice?

We might also be able to emphasize positive recessive traits in heterozygous genes."

Maria said after Miranda had spoken. Then she had an idea.

"If it would be possible to get a hemet veolian or research on them with the group, we might be able to simulate or maybe even replicate hemetism. Such a thing would probably take time and lengthy research. Miranda?"

Miranda nodded in response.

"Education is obligated by law on Stellaria so that probably won't cause any trouble in finding Astrian volunteers. I can try to find people with only minimal cybernetics, but keep in mind that the more cybernetics a person has, the longer their lifespan is and the more physically taxing work they can do. They also require less healthcare, so I would need to know which I should focus on."

"You do not have to worry about physically taxing work. The Commonwealth laws on slaves prohibit employ of slaves to do jobs that can be done more economically by dumb droids. As you might understand, any heavy physical labour by slaves is discouraged, and instead slaves are employed for intellectual and interpersonal tasks. Of course, a healthy, good-looking and long lifespan is something that is desirable in slave..."

"With respect to the veolian volunteers, I can make sure that at least 1 in 12 of the volunteers is hemet. Though I do not think you would be able to simulate or replicate hemetism, I think it would be interesting to collaborate on that topic."

"To come back to the pointed raised by Miranda, about genetics: genetics are important when looking for a mate, but slaves are mostly selected on skill and appearance. Advantageous genetics are a positive point, but it might be best to make this fact known through careful rumours. By making it a rumour based on some leaked information, the genetic make-up of the volunteers is a good way to make sure that minor cybernetics are easily ignored, without it seeming forced."


"I have a concern that has to be brought up with regards to possible agreements to ensure the well-being of our people. When compared to other species, veolians have a very active sex drive and hemet veolians even more so. Those that volunteer to become a slave should be aware that intimacy will eventually be expected of them, regardless of their and their owner's gender. This will also mean that any volunteer that consents to become the slave of a married man will eventually be intimate with his wife as well.", the veolian senator explained this as if it was a very natural thing.

"As for the veolian volunteers: currently, I am thinking of roughly 200 people. Most likely one or two small noble houses to ensure the participation of hemet veolians, and the rest of the volunteers will most likely be progressive commoners and artisans that would like to see for themselves what the fuss is about.

Are there any things that I can do to improve the chances of success with regard to the veolian volunteers? If not, I propose we look into the legal status of the volunteers, the duration of the exchange, and the possible agreements to ensure the well-being of our people."

((OOC: I consciously left the workings of Hemetism undefined. In mechanical terms, it is a double application of the Augmented Species special. There is a single technology that affects them (Recessive Augmentation Inducement)... I am not opposed to working with you to see what we can do on an IC technology scale, but be aware that this will most likely be outside of both our combined world's budgets ^_^))

"I will ensure the volunteers are aware of this. Though I ask that, for their well being, they are given some time to adjust to their new environment before they are expected to do so. Most astrians want to know a person before they sleep with them."

"I think 200 would be doable for us as well. I take it they would be allowed at least some correspondence with friends or relatives back on Stellaria? Of course, they wouldn't reveal anything that was done or said in confidence."

Concerning the legal status of the volunteers, the STF has maintained open borders for other Union worlds. We can offer them STF citizenship if they would want it, they would have to follow the normal regulations regarding immigrants but that process is short and easy."

"We are not brutish slavers like the Hutt, Maria. We take pride in the care and well being of our belongings. We do not force our slaves to be intimate, and neither do we isolate them from the world. Though such a large group of volunteers is unique, it is not the first time that such volunteers have others in the world that care about them.

Though legally any correspondence they would write is seen as written by their owner, we understand that they are living people with their own will, desires and connections. In fact, such correspondence with friends and relatives on Stellaria might be the key to assuring that our people will eventually get along."

How long would they be able to reside in the Stellarian Triad Federation without having the immigrate? Some of the veolian volunteers might take you up on your offer, but the noble house will most likely not accept.

In the Commonwealth, the nationality of slaves is clear. If someone becomes a slave, they are granted the Veolian nationality and, as normal, no other nationality will be acknowledged. They will fall completely under Veolian jurisdiction, and any claim the STF wishes to lay on them will be rejected. Any legal action with regards to them will be viewed as legal action against their owner."

Aeka wore a calm expression.

"Of course, that is the official stance. For this exchange to work, there has to be a way to make sure that the Astrian volunteers are well-cared for, a way for you to make sure that they are well. Legally, this will be very difficult to arrange. However, I think I have a solution for that.

I will present this plan to the emperor, in confidence. That way, I can make sure that there will be an option for Astrian observers to periodically, say once every two years, inspect the volunteers. We need to be sure that this is done smoothly and discretely, as this might be seen as mistrust and the implication of mistreating one's slaves is a serious accusation.

If you or any of the observers have any misgivings about the treatment of the slaves at any moment, we will take action to ensure their safety and care."

After an almost imperceptible nod from Aeka, she turned to Miranda.

"Miranda, do I understand your people's way of communcation correctly if I think that you need some level of basic infrastructure to allow communication? Maybe it would be possible to set up a way to use this infrastructure to monitor the well-being of the volunteers automatically? That would not invade on their privacy, but it would be very discreet.

Of course, there would need to be precautions against the use of this infrastructure to spy on the owners of the slaves..."

"There are implants that allow remote monitoring of a persons physical health, they are regularly used by the military and law enforcement. These implants monitor vital signs and detect pain signals and injuries.

Unfortunately that is an incomplete picture of a persons well being. I would recommend an annual conversation with a medical practitioner, that could be done via the holonet."

"As far as I see, we have a pretty complete picture of the exchange now. Maria, do you have anything else we should discuss with respect to the exchange? If not, I propose we take a short break to inform our people of this plan. Afterwards, we might continue our private discussion on slavery and cybernetics, let's say, in half an hour? I think there are some questions that are still unanswered, and I especially with our current plans it might be wise if we at least see eye to eye."

The veolian senator, and her slave, make good use of the communications room to arrange for a team of bureaucrats to start working on the details of the proposed exchange. After roughly twenty minutes, they were done.

"...we should start making a list of possible owners.", was the last part of the sentence that Maria heard when the veolian senator and her slave returned.

"Maria, doctor Asillion.", the twi'lek slave greeted the pair of women.

The twi'lek accepted the datapad her mistress handed back to her, "Start with the imperial family, Serrah.", Aeka added before sitting down again.

((OOC: @dragonmaster352: I didn't think that a complet OOC thread would be needed for this, so I just added the note here for later reference, should it be needed.

@all: Because of the direction of this thread, Dragonmaster352 and I have decided to allow the other to create characters of 'our' races+culture. We have agreed to handle it this way:
  • When creating a character from the other's culture, PM the other with a proposal for an avatar, name and background story.
  • When in doubt about the other's culture, again a PM will do.

Maria nodded her head with a smile when Serrah greeted her. Miranda performed a similar gesture. She cleared her throat.

"Aeka, with regard to your earlier question about how long your group could stay on Stellaria.

They can live there for a year without having to immigrate, that should be more than enough time for them to get the implants they want and learn how to control them. The Triad Boards have already agreed to fund the implants, procedures and basic needs for that amount of time during their stay. That is regardless of whether they immigrate or not.

The ones that do choose to immigrate can benefit from certain laws, but are strongly encouraged to find a job."

"Though the offer of the Triad Boards is very generous, I think it might be more effective to find a way to extend the stay of the volunteers. I am sure that some of the commoners might be inclined to migrate, but any noble families will surely not do so, limiting their involvement to a single year."

"Maybe we are not on the same line with regards to the goal of this exchange? For example, why would the Triad Boards want to pay for the basic needs of the veolian volunteers? Isn't that working against the goal of integration? Surely it would be better if they get only the most basic of implants to allow them to function, and then find their first job to integrate into the astrian culture?

I do not understand exactly what you think to gain by paying for their basic needs, or what your mean by 'strongly encouraged to find a job'. Could you explain that?"

From the tone of Aeka's response one could easily conclude that she was indeed confused by the proposal.

Maria put her hand on her chin, a thoughtful expression on her face.

"We can extend their stay, though we would need to do thing a bit differently. The volunteers would have to fund their own stay, but that's not necessarily bad thing in this case.

You see, Aeka, being able to take care of oneself is held in high regard in our culture. It would help the veolian volunteers to integrate into our society if the have a job on Stelleria even if they don't immigrate.

The idea was that veolians with fewer financial means could volunteer without having to worry about that. The Triad Boards feared that nobles would live on Stellaria without working, that would not be very beneficial for the astrian view of veolian nobles."

She look at the veolian woman intently to make sure she understood.

"You must understand that regardless of their social or financial status in the Veolian Commonwealth, the volunteers will be treated the same as anyone else by the local population."

The veolian senator did not seem to take the insult serious, and spoke in a friendly and slightly joking tone.

"I think your Triad Boards will be surprised. Most nobles, thought they do know how to spend their money on leisurely pursuits, take their field of work very seriously. We might not have cybernetic implants, but hemets don't need sleep and can split their consciousness into multiple threads of awareness each working on different problems, and we do not like to sit idle."

"I think we should not focus on paying the veolian volunteers, and instead of making clear that this will be a challenge. A challenge where they might prove themselves better than they are right now."


"By the way, what kind of compensation would an astrian volunteer expect for volunteering as a slave? Usually a contract with the family of the slave arranges for a significant sum of money to be transferred."

"I'm unsure what an appropriate compensation would be. A financial transaction might not be the best option, since it could be a reason to force someone to volunteer. We would like to prevent that. On the other hand I can't think of another way to provide compensation."

"Could we ensure that people are not forced by delaying the payments, or by some other construct? If not, we should look for a different form of compensation. I am sure that potential owners of Astrian volunteers will expect to pay a significant sum, probably somewhere around at least twelve million credits, and such volumes of money are capable of doing a great many things."

"Hopefully you're right." Maria agreed with Aeka's statement.

"Delaying payment might work. A different alternative could be to suggest the compensation is small, then later the specified beneficiary will receive a pleasant surprise when the compensation turns out to be a lot larger.

Or we could make arrangements that if there is suspicion that a volunteer was forced to volunteer the exchange is reversed."

"Senator, how would your laws handle an instance where a person agrees to becoming a slave, but it turns out that person was forced to agree by a third party?"
