((OOC: This thread is private to the Teprogrenaian Consensus and the Hiocan Society. I assume all necessary arrangements have been made prior to this thread.))

The Teprogrenaian embassy was located in the senate building, somewhere on the 28th floor. The interior was simple and robust. The reception looked like it could survive a bomb blast, not that it was necessary, it appeared more like teprogrenaian design for beauty. Despite the raw design, it looked like comfortable in a way. The couches were coated with soft leather, and the lighting was slightly blue for better concentration. There were plants strategically placed and on the floor lay a carpet.

When the Hiocan delegation arrived, they were escorted to a meeting room suitable for eight people. Danar Torig was already together with his aide Fecta Curssum awaiting the Hiocan delegation.

Merchant Aosen and his assistant Tolak take yet again the elevator to the 28th floor of the Senate building and the Teprogrenaian Embassy. They walk to the reception and then follow the escort to the meeting room. Merchant Aosen takes a seat next to Danar Torig and assistant Tolak takes a place at his other side.

Merchant Aosen has discussed the matter with senator Harek about this trade for buying capital ships. This interview is probably not taking to long as the Hiocan Society has peaceful intention with the capital ships.

"Avé," Torig greeted, before he went straight to business, "as said before, we of the Consensus have a regulation to interview any party who is interested to buy our capital ships. The questions we have are just a formality and are nothing personal. Any faction interested in our capital ships are required to answer these questions. Please understand that there are no wrong answers, only stupid ones. Now this is clear, let's get it over with." Torig let go of a small sigh, this certainly wasn't the favourite part of his job.

"To start, we would like to know why you think you need a fleet, and what your plans are with it.

Next, some simple questions, mostly a formality: Who and how would be decided what the tasks of the fleet would be, and how will the high ranking officers be determined?

After this, we have a hypothetical situation to conclude with, but lets first get done with the questions."

Merchant Aosen takes a seat and listens.

"The Hiocan Society wants to create a fleet to protect their sector and the Union. As you have seen the Mandalorian are quite aggressive and as we are located on a strategic point it seems wise to reinforce it.

The Hiocan council along with the Military council will decide the tasks of the fleet. Officers will be decided like all jobs by following the application procedures and the candidate needs to have certain skills and experience. The solicitation committee will interview the candidates and the best will selected. In the military promotion is possible according to the rules and people can work they way up."

What are certain skills?

"As you are interested in the details of the application I shall explain the entire process to you.

It starts with the creation of a vacancy. Somewhere in the organization there is need for a person, this can be a new job or someone leaves to work somewhere else and leaves an empty spot. The people resource department will then do an investigation to map out this job in collaboration with the concerned department. What are the duties, responsibilities, requirements, competencies, character profile, etc are worked out. For high officers leadership, communication, people management, strategic insight and cope under pressure are important skill they should have. After the profile of the vacancy is finished it can then be send out.

The application committee is then formed by one person of the PR department, the manager of the job and one colleague. The PR department will look at all the candidates who have applied and if necessary also search for candidates. A first selection is then made and send to the committee. They then make a second selection and invite candidates for interviews. Depending on the number of applications 2 or 3 rounds of interviews are done to select the best candidate.

In the military there are ranks, which indicate the level you have in the hierarchical structure. Job vacancy in the military have a rang and you need to have a certain rank if you want to apply. This way you can promote to a higher level. But you can also become an expert in your job and can gain a rank. This is threaded the same an application where a committee determines if the person is qualified.

In special (emergency) situations there are rules where people can be promoted temporary or for longer time. This are mostly mission or battle field promotions. There are quite extensive and complicated and if you want I could them up.

"That wouldn't be necessary, we are convinced that the Hiocan society does everything within its power to prevent corruption and military coups.

We have one last part though, the hypothetical situation:

In the hypothetical situation that a faction nearby the Hiocan Society is participating in slave trade, but are willing to join the Union, and the Hiocan society is in the situation that they can use their fleets against that faction, how would the Hiocan society react?"

"The Hiocan Society would not send their fleet. We would send a small delegation to make contact with that faction and negotiate peacefully. Within the Union there are also factions who participate in slave trade and we are not planning to attack them because of a difference in opinion."

Danar Torig and Fecta Curssum looked a moment at each other, but they didn't need any words, both of them already had made up their mind.

"Aosen, we of the Teprogrenaian Consensus are convinced that the Hiocan Society will handle their fleet responsible," Torig said, "and we are willing to sell you the required (:capital-ships). What rest is the total amount, the delivery scheme and the way of payment. Curssum already have made up a draft."

Torig handed Aosen and has assistant Tolak a datapad with the draft:

  • The Teprogrenaian Consensus delivers 100 (:capital-ships) per (:turn)
  • The Teprogrenaian Consensus delivers these (:capital-ships), starting in (:turn) 140, and ending in (:turn) 145, delivering 600 (:capital-ships) in total

  • The Hiocan Society pays 5 (:tax) per (:capital-ships), in total 3000 (:tax)
  • The Hiocan Society pays 250 (:tax) per (:turn), starting the payment in (:turn) 127, and the final payment will be done in (:turn) 138

  • The (:capital-ships) may only be used for the fleet(s) of the Hiocan Society, and me not be transferred to third parties.
  • This deal can be adjusted on base of mutual agreement


"As you can see, we of the Consensus only have made a draft for a basic fleet without upgrades. We can extend the deal with upgrades for the Hiocan fleet, and the Economical Consult is willing to give the Hiocan Society a discount up to 0.5 (:tax) per (:capital-ships), when the Hiocan Society wants to buy more (:capital-ships) for minimal three upgrades. The price then will be 4.5 (:tax) per (:capital-ships) .

What thinks the Hiocan Society of this?"

"The Hiocan Society accepts the deal. I think in the future this deal will be extend to upgrade the fleet minimal 3 times as we go for quality and not quantity of our fleets. We will contact you when we need more (:capital-ships) capital ships."

((OOC: I know but I will go for high tech fleets (so lots of upgrade) instead of more fleets. The first upgrade will probably be in a year or so.))
