As discussed earlier, the Veolian Commonwealth arranged the necessary accommodations and conference areas in Unity City for a meeting to discuss the establishment a research consortium that opens up the field of sustainable energy.

The Veolian Commonwealth sent a small delegation consisting of two scientists. Prof.Dr. Sūraja is an older normal veolian woman, and Dr. Graha. a hemet veolian man with a well-kept black beard. They were quietly, but enthusiastically talking in the conference room as they waited for the other delegations to arrive.

Zatiri Ferumdra walked into the room. She was joined by two scientists. A older Praetorian male and a middle aged Praetorian female.

"Greetings, I am Zatiri Ferumdra. I represent the Praetorian Institute of Sustainable Energy. Let me introduce my colleagues. This are Prof. Dr. Harando Chintauri and Prof.Dr. Anastova Veranka. They are both experts in the field of sustainable energy."

A middle-aged tall dark Hiocan women wearing a purple suit and a elderly blank short Hiocan men wearing a maroon dress robes walked into the room. The made a bow making the Hiocan greeting of putting the middle and pointing finger together and ring finger and pinky together. The women spoke.

"Greetings, I am professor Tuson of the Va'ash-da-nel Tepul Renewable Resource Research institute and this in professor Tenek of the head of intergalactic economy department of the Iskan University."

The Sundarian Federation sent a small delegation, consisting of a government official and a representative of the Della Institute of Economics. Emeritus Dr. Lìa Dresniqa, an elderly woman, is well respected with the Sundarian scientific community and a member of the board of directors of the Dela Institute of Economics; and Ms. Muireann Róis J.D., a young and energetic woman, who works as a mid-level advisor with the Sundarian Ministry of Education.

The Astai Republic sent a delegation consisting of two individuals. Dr. Natalja Y. Zabijako, a woman in her thirties representing the Vis institute of Energy research. Dr. Fulcio, an Astai in his twenties, representing the university of Merryland. They are enthusiastically chatting on some theoretical pipe designs for a geothermal power plant as they walk in, where they continued to talk on the subject for another minute until Dr. Fulcio silences Dr. Natalja and they introduce themselves to the rest of the group.

After all the parties arrived, the older veolian woman spoke up.

"Greetings, I am Professor Sūraja. Our embassy sent out a call for participants for a Union-wide research consortium in the field of sustainable energy.

Let me get straight to the point. We hope to set up a consortium capable of researching large projects, and aim for a breakthrough in sustainable high-yield energy generation. For the preliminary projects, we have freed up a budget of 500 (:tax). If we agree to form the consortium, our institute will be appointed a budget of 250 (:tax) per (:turn) to be spent at research and implementation work at our discretion.

I envision this group doing a pilot project under the umbrella of the Sustainable Energy Consortium that we will form together. If this works out, we will put out a second, public call for participants to get more Union members to join in before we start work on the ambitious goal of researching, designing and implementing a fully functional dyson swarm, with a projected output of over 3000 (:power).

For now, if every party present provides an equal budget, we should be able to start researching the application of Solar Wind Generator Arrays next week. With 5 partners each contributing 500 (:tax), we should be able to finish the project within 5 weeks. We have already started work on the fundamentals, so it would only be a question of joining in with your respective expertise."

"The Praetorian Empire is willing to match the budget proposed by the Veolian Commonwealth. We will transfer the funds for the Solar Wind project in (:turn) 140. " After Zatiri finished her sentence she looked at the scientists that were standing beside her.

Prof. Dr. Harando Chintauri looked confused for a moment. After a second he quickly responded to the group. "Yes... We have some questions. How do you plan to transfer such an enourmous amount of energy to a practical place where it can be consumed? Where would you suggest we construct this dyson swarm?"

Dr Dresniqa and Ms Róis briefly discussed the proposal made by Professor Sūraja, before Dr Dresniqa replied.

"The Della institute of Economics is willing to match the required funds and contribute to this consortium, both with personnel and funding. The Ministry of Education, represented here by Miss Róis, will guarantee sufficient funding for this project, either from their own budget or by informing the Ministry of Infrastructure and Energy, at a later moment and requesting them to invest their share.

While I cannot yet guarantee the exact amount and timing of payment, I believe I can promise the necessary amount required for this project."

Having expected something along these lines Dr. Natalja took the lead and said "I can promise the necessary contribution of 500 (:tax) to the Solar Wind Generator Arrays, which we will be contributing spread out over the duration of the research. Research into a functional dyson swarm sounds very exiting, and we totally look forward to research about transferring such gigantic amounts of power."

"I see the advantages in forming a Sustainable Energy Consortium. Currently the Hiocan Society does not have energy problems, but just like with the the Lagrange conduit point, it takes time to development and we have to look on the long term scale."says professor Tuson, she looks to professor Tenek.

He says: ""The Hiocan society will provide the necessary funds of 500 (:tax). Investing in technologies has always been part of our society."

Professor Tuson smiles. "The Va'ash-da-nel Tepul Institute has build extra facilities for the research of Large Scale Recycling Processes and we can still expand our facilities to support this project."

"Thank you for the positive feedback on this research project. Will the Hiocan Society be capable of providing the 500 (:tax) for the Solar Wind Generator Array technology in the upcoming 4 (:turns)? This (:tax) should be sent to the Veolian Commonwealth who are taking point.

Currently the advanced research labs at the Veolian Commonwealth are leading the research into Solar Wind Generator Arrays. For a larger future project we could allocate resources on multiple locations spread across the galaxy."

((OOC: We are researching the Solar Wind Generator Array technology right now but we are not committing a set budget for the consortium. We are only saying that we are willing to commit a amount of (:tax) in the future if we have a large project for the energy consortium.))

"Very well", cam the calm voice of Prof.Dr. Sūraja, "With your commitment, we should receive 125 (:tax) per (:turn) each from the Hiocan Society and the Astai Republic starting immediately. Miss Róis, please inform us of the exact schedule of payment by the Sundarian Federation when you know it.

We will make sure that accomodations for your scientists are available, and that the necessary documents are delivered to your institutes the moment we make a breakthrough."

Dr. Graha took over then: "After this pilot project, we should make a Union wide announcement of our intentions to start research into dyson swarms and other high-yield sources of power. I am sure that we will get positive reactions.

I think that concludes our meeting?"

Dr. Fulcio leaned slightly forward and said "Indeed, the money will be transferred. Now that that's dealt with we can actually get to doing the research. We shall talk to the chief of planning about producing the (:superstructure-components) necessary for some of those practical implementations. We will see you in the labs."

While scientists remained to talk for a while after the formal part of the meeting had been concluded, Miss Róis reached out to her contacts within the involved Sundarain Ministries to arrange the necessary funds. It soon became evident that the individual Ministries were able to meet the budget requirements and the money was made available immediately.

Once she had made her calls, Miss Róis returned to the conference room and made a short announcement:

"The Sundarian Federation will pay the 500 (:tax) that is required immediately, the transfer is already under way."

"We believe it is in the best interest of the Consortium that we limit the future sale of this technology. We should only sell the technology to a third party if all the partners agree on it and it should contain a non transferable license to prevent the third party from selling it to other factions."

Doctors Sūraja and Graha looked at Zatiri with a shocked expression.

"Surely, you do not want to put boundaries on this technological breakthrough?", Dr. Sūraja replied. "With what you propose, this technology would only be employed by the five worlds represented here, as some politician will always find a reason to be against the spread of so called proprietary technology."

Dr. Zabijako leaned slightly forward across the table, putting her elbows on it and putting on a concerned face before she said "If we are to put some sort of non transferable license on this technology then we must also set an upper bound for the cost at which any union member could buy in. That seems like a fair way to please the politicians and still allow other researchers access to the technology. Sustainable energy should be available to everyone in the end."

"Yes, the politicians are not happy to spend so much (:tax) and lose control over the project with another faction selling it. We could set the upper bound to 1250 (:tax), which is half the cost of the technology. This would be the same if we applied for Union subsidy but now we don't lose control over who can obtain the technology."

Dr. Sūraja looked pensive for a moment.

"A good start. But I don't think that that would be enough. We still think that some politician somewhere will find a reason to be against a transfer of knowledge. I propose that we decided on the upper bound, and on only needing three of the five worlds in agreement on selling.

We are, after all, a research consortium."

Professor Tuson looks interested to the ongoing conservation.

"We are indeed here so we can do research together. We should not let our technological ambitions be restricted by politics, nor should we be too strict in sharing our knowledge as this will limit new further developments.

We should get a reasonable price for our work, with the minimal of a fifth. A majority rule seems lenient and will result in quick replies."
