After a short recess to finalize reading up on some more in detail data the Lady de Montrève continued
"Thus we propose to do the following in order to reach an agreement. As said earlier the Sundarian Federation and the the Corporation for Intergalactic Exploration of Xi will formalize their agreement to exchange rights for 2 corporated zones each. Additionally the Sundarian Federation is willing to corporate a 4th zone with our own SimTech Corporation and exchange its production for an equal ammount of the KnowDisc Corporation as an additional amendment to our standing agreement , thus enabling the Socialist Republic of Niom to take some more benefit from the exchange with the Corporation for Intergalactic Exploration of Xi.
Senator Ght'Twwf, is such an adaptation sufficient for the Socialist Republic of Niom, assuming we can meet the necessary infrastructural Improvements?
Senator Zoreone Abaroa, would the Corporation for Intergalactic Exploration of Xi be willing to formalize their willingness to exchange zone rights?

It seems peculiar to me that they have no role in the arrangement you propose, while their presence in these negotiations has been instrumental. Are they merely here as financiers to the small matter of transportation? That seems a rather marginal role in relationship to their involvements in these talks and it would not do justice to the effort they have invested in them."

"To my current knowledge the Veolian involvement in this matter is indeed limited to providing a means of transportation."
The lady de Montrève replied to the senators question.
"However the Sundarian Federation would have no objection of any kind against further involvement by the Veolian Commonwealth, and they would have our support if they should decide to found their own corporation. Perhaps Senator Nehket Aeka can provide some more insight into the Veolian position in matter.. ?"

"You have raised an insightful question, senator Ght'Twwf.", the veolian senator started out.
"Our foremost interest in these talks is one of cooperation. We would like to see the Union grow beyond its current position into something greater, and we feel the construction of a holonet backbone along the Bozzy Spine will be beneficial to everyone.
Of course, we do have an ulterior motive. As we have deemed the current information market to be less than satisfactory to meet our requirements, we were willing to assist smaller economies like Xi in joining the specialized information market in hopes of creating a greater supply of information for our own economy."
An aide of the veolian senator entered the room, and made a beeline to the senator's side to whisper something in her ear.
"I just received the information that the Corporation for Intergalactic Exploration of Xi has applied for the status of Fringe World. What would be your preferred courses of action, senators?"
The last question was directed at both senators at once, and Senator Nehket Aeka had a remarkably neutral facial expression while she uttered the sentence.
((OOC: I did not see any other way than to just ignore the presence of the Xi senator for now; I propose we assume she has made her excuses and left the meeting just before this reply.))

"Mm.. That is most unfortunate news," the Lady de Montrève said somewhat surprised, "especially given the current negotiations. This does change the possibilities at hand somewhat. I therefore propose a short recess so that we may each put our affairs in order to deal with the immediate consequences of this development, say 2 hours, after which I propose that we reconvene so that we may discuss an alternative solution to the issue at hand."
That being said the Lady de Montrève signaled her aide and gave some instructions after which the aide left, she herself remained for the moment, awaiting a response from both the Senator of Niom and Senator Aeka.

"As it is now, the parties at the table are short one corporation. While the Commonwealth has toyed with the idea of sponsoring an Information corporation the combined cost of establishing a corporation, and building the requisite infrastructure for information trade on the desired scale, does not match with the current economic objectives of the Veolian Commonwealth.
Unless a significant influx of funding can be assured, the Veolian Commonwealth is done talking for now."

"But... uhm..." the Senator of Niom had clearly be brought off balance by this new development. He was a man who liked order and formality and he was not used to thinking on his feet, which was what the situation here required. "I will have to confer with... with the homeworld." he decided after deliberating rather long.
"Perhaps they would be willing to redirect the funds reserved to aid the Corporation for Intergalactic Exploration of Xi in their endeavour..." he finally managed. "Would that work for the Veolian Commonwealth...?" he inquired, though clearly he was still getting his bearings.

"A recess... yes, that would be an excellent suggestion." The Senator from Niom was clearly glad with the chance to have a new plan drafted - that'd be a lot easier for him than thinking on the spot, which clearly wasn't his forte.
