[ STF Embassy ] High Priestess Amilia and Lady-Senator Maria Latharion meet with Senator Nehket Aeka <private>

"Welcome Senator, please enter." The Lady-Senator said, with a polite bow.
The Stellarian Triad Federation Embassy was large, but it radiated a warmth that puts people at ease. To the far left was a desk with a comfortable looking chair behind it. The center of the room was occupied by a rectangular glass saloon table with a couch on either side. Several corners held potted plants, all native to the Novalia System. The walls where decorated with Astrian paintings. A beautifull young woman in a pure white dress sat quietly on one couch.
Appart from the sitting woman, and the senators there where five others inside the room. A girl that couldn't be more than a teenager, dressed in a long white robe, was just putting a tray filled with some refreshments on the table. The other four stood against the walls. They where unmistakenly guards, in their crimson red armor. Only to be broken by the silver chainmail at various places where no plates where. All except one. She wore gold instead of silver and her armor was more extensively decorated. They all had a sword strapped to their belt and where holding a long stafflike weopon with a blade at the top.
Leading senator Aeka further into the room, Maria spoke: "Allow me to introduce you to the Lady of Purity, High Priestess Amilia." gesturing to the woman that sat on the couch.

"It is an honor to meet you senator." She spoke with a gentile voice. "I have to admit I was slightly suprised when I heard you wished to meet with me."

Having made sure she knew what to expect, senator Nehket Aeka bowed to the high priestess.
"High priestess, I am honoured to make you acquaintance."

"I apologise, senator. I assumed you wished to meet the High Priestess." Maria said, regaining her usual composure. "But I am sure she is much better suited to provide insight in Astrian culture and religion than I am."
Turning slightly towards the High Priestess she continued.
"And a different point of view can certainly provide you with better understanding of what you wish to know."

"Well that depends on the person, actualy." the Lady-Senator started to explain. "You must understand we haven't had this technologie for very long. In fact while we can't survive without our cybernetic implants now, the last full biological person died less than a year before our first contact with the Union."

When we finaly realized the extent of what we did, it was already to late to reverse." Her tone became proud. "Astrians adapt very fast, it seems that also counts for our evolution. Recent years have indicated an increase in less..." she searched for the right words. "biological appearances." was what Maria settled on. "I, personaly, believe in a balans between form and function. The regular biological form provides this balans very well."

Maria smiled, the offer Senator Nehket Aeka made was very kind.
"Thank you for the offer, senator. But I do not think we will ever want to return to how we were. It might have been an accident at first, but as a rule Astrians don't run from their actions.
It's a part of who we are now and we don't run from ourselves. We believe standing still is better than taking a step back.
Besides it has made life better and easier for most of us."

"I do not immediately see how making yourself dependent upon cybernetic implants is an improvement. Is it not so that newborns are born without such implants? If your survival depends upon such technology, this seems to me like it would have a big impact on your society."

"Senator, I asume you understand that a world with three suns doesn't provide for the best conditions for life. Stellarias summers are extreme, by any standard. Temperatures alone are enough to kill most biological lifeforms. Over fifty percent of our surface water evaporates in this period and than there is the large amount of radiation.
The Cataclysm of Partesia only made things worse. Right after the Cataclysm there where an estimated 5 billion Astrians on Stellaria. Just before we started using cybernetics that number had dropped to a little over 3 billion. That's 2 billion people in less than 200 years most of them died durring the summer.
A large amount of people where paralised or phisicaly handycapped in those days. Cybernetics provided those people with the capability to live their lives. We needed the cybernetic implants back then so when we couldn't reverse our genetic adaptations to the cybernetics, we accepted them."
She looked to Maria when she paused, than looked back to the veolian senator.
"As for the gender war, it is one of the darkest periods in our history. The things that where done, during and before the war, where horrible. Both sides wronged the other. It eventualy led to the equality the STF prides itself in now. It also split up the single empire that was ruled by women into small nations. I am ashamed to admit the Divine Nova Triage was the reason for this inequality, but also proud to say we realised we where wrong and corrected our past mistake."

The veolian senator eye's were wide with surprise. "I was not aware of this disaster. Losing almost half of your population is almost incomprehensible.", the veolian senator remained silent for a while. After some time, she continued: "You have my deepest sympathies."

I'd like to repeat my offer; if, at any time, you wish to go about removing your dependency on cybernetics we offer our help."

Hemetism intensifies cultural differences and adds a touch of sexuality. Hemet men are prone to rash decisions and conflict; but they are also known the be extremely virile, impregnating any woman they lie with. Hemet women are the epitome of grace and social skill; but they are also known to be very lustful, to the point of seducing other women away from their men.

We had better equipment and training, but we were not prepaired for their sudden uprising. The empire got split in two along the Partesia mountainrange. Males ruled on one side, females on the other.
From there things just got worse. On the female side men where treated harsher than before the war, while on the male side women where treated just as bad. An other thing that made this war unique was the fact the Stellarian summer did not stop the fighting. It has whiped out armies in the past, as a rule summer meant a temporary ceasefire.
Thing remained like that for a while, until a man named Illios finaly asked the question 'how are we different from our enemy?'. He started preaching for equality, but his words were ignored by most people on the male side. So he tried his luck on the female side. He had better luck there. A High Priestess from the Divine Nova Triage, specificaly the Lady of Blood, agreed with Illios' words. A conflict, that had lasted nearly eighty years, was ended in three mere months by the School of Blood."

"Men and women where declared equal by the Lady of Blood and Illios. Less than a week later both of them where killed in public. The empire split up into a few hundred small nations, but the equality remained. Things where tense for a few years, but the post war genaration wasn't held back by there ancestors grudges. People now had freedom, equality and also relative peace."

"The assesment that we have a single leader is not entirely true, but I understand how one would draw this conclusion based on what can be seen."
"What you have observed is the primacy of the Imperial House, House Saret. While it is true that House Saret has the single highest position in the feudal system upon which the Veolian Commonwealth is founded, this would severely ignore the influence of the other great houses.
It is true that the Veolian Commonwealth is founded on the principles of feudalism, and expresses the protection of the weak by the strong. In return for such protection, the weak support the strong. But we acknowledge that a single liege lord would severly diminish the flexibility and resilience of our commonwealth. However, a lot of situations require immediate direction, and even a small group of people delays the taking of decisions.
House Saret has shown, through careful manoeuvring and outright warfare to be the strongest bloodline, and to possess the superior insight necessary for a great leader. Recognizing the need for a more flexible government, the Emperor has created the imperial council: A council where all six great houses are represented as equals. The Imperial council governs the day-to-day direction of our commonwealth. Of course, the emperor remains the supreme ruler of Veolia, but he exercises his right to veto any council decision, or to declare law by imperial decree very sparingly.
The council meets every three weeks and, as is customary, all great houses are represented by the most esteemed female hemet of each house."

"In all honesty, senator, it was a bit of a shock. When we first opened up diplomatic relations with Union, we spoke with senator Acehtoo, who was chancellor at the time. She painted a picture of intelligent cooperation and collaboration between Union members.
After some debate on the Imperial Council, and after clarifications that the sovereignty of our commonwealth would remain intact, it was decided that the commonwealth would join the Union."
The veolian senator shifted a bit as well, to better look at the lady-senator.
"However, once we started participating in the senate, it seemed that instead of the intelligent cooperation we were told, there was a lot of favouritism. Even when we could show that a certain choice would be objectively better for the Union, this was disregarded in favour of spending all resources in a single sector.
I have since come to accept that this is how it is, and have adapted to make the most of this situation. At time, it seems as if the Union is a group of petty lying children trying to gain favour and influence through bribery and favouritism. But there are also times when the real spirit of Union is shown, and everyone rallies to take on important tasks.
This may sound hypocritical of me, as I am fully aware that politics in the commonwealth are rife with such practices, but we were fully prepared to leave such things out of our dealings with Union. Instead, we found that we just engaged in the same politics, but at a larger scale. Luckily, we have centuries of experience to fall back on."

"Maybe you could explain the governmental system of the Stellarian Triad Federation? You mentioned that you do not have a single leader.."
Maria nodded.
"Yes that's correct. The STF is governed by the Triad Boards. Three independent groups that each specialize in a certain part of government. The three boards are: the Admiralty Board, the Peoples Board and the Science Board. All three boards are required to oversee the other two.
Apart from that we also have a 4 level governmental decision system. Level 4 are small decisions, usually affecting a single district or simple day to day operations, these are made by small district boards. Level 3 decisions have larger impact on matters, not planet wide but still rather large, these are decided by the Triad Board that has jurisdiction. Level 2 are things that impact the STF as a whole and since joining the Union also what to vote for new Union laws, these are decided by all three Triad Boards.
Lastly is level 1, these can be large changes with impact for every citizen of the STF or the planet. Changes in the constitution for example or highly important laws. These are decided by general voting by the citizens. The Peoples Board elections also fall under level 1 and we are currently planting the seeds for the people to vote what the STF will vote for the next Chancellor election."
She paused for a moment to take a breath.

"Yes that's correct. The STF is governed by the Triad Boards. Three independent groups that each specialize in a certain part of government. The three boards are: the Admiralty Board, the Peoples Board and the Science Board. All three boards are required to oversee the other two.
Apart from that we also have a 4 level governmental decision system. Level 4 are small decisions, usually affecting a single district or simple day to day operations, these are made by small district boards. Level 3 decisions have larger impact on matters, not planet wide but still rather large, these are decided by the Triad Board that has jurisdiction. Level 2 are things that impact the STF as a whole and since joining the Union also what to vote for new Union laws, these are decided by all three Triad Boards.
Lastly is level 1, these can be large changes with impact for every citizen of the STF or the planet. Changes in the constitution for example or highly important laws. These are decided by general voting by the citizens. The Peoples Board elections also fall under level 1 and we are currently planting the seeds for the people to vote what the STF will vote for the next Chancellor election."

I intend no offence, but as you describe it, it would seem that the only course of action in a negotiation would be to ignore the Stellarian Triad Federation, because you, as their representative do not have the power to make deals on behalf of the federation. There is no guarantee that the Triad Boards will take your advice, and they could easily renege on anything that did not suit them."
