((OOC: @Stuiter: You need to pay the Same-sex Reproduction Catalysts cost every turn of the 10-(:turn) period before your population growth. If you only pay some it does not do anything. I noted it down in my turn report as follows:

Same-Sex Reproduction Catalysts on Smi-Halek System: +25 , +50 , +50 -> 8 / 10

That way, you start each "cycle" of the upkeep on the first, and run through to the tenth turn. For example if you start in 331, you reach 340 with the counter exactly on 10/10.

Furthermore, you can use two "Reserve" directives to set aside the products needed for the project like so:
