During the write-a-thon, the rules for Jedi Creation and the Foreign Jedi. We have also made the Jedi Ranks a more in-character thing.

What changed:

• It is now possible to start a Jedi from any race (provided you have permission for a player race), even if you don't have 1.0 of that race. In this case, the Jedi starts with -1 Force Level.
• The Foreign Jedi special allows you to cancel the penalty for a single jedi.

If you want to update your system/specials due to this change, please note so in this thread with a justification, so we can audit and approve!
