Rebalancing Mass Migration

Elmer, Chriz, Fedor and I propose to rebalance Mass Migration and Interstellar Migration.

We propose that the project is set up not as a continuous stream with an attached payment, but as a real project.

To start the project, you have to declare how much population you wish to move, and pay the price of this move up front. You can move at most one-fifth of the total population or 2.0 (:pop) (whichever is largest) in a single migration project.

Once the payment is complete, the population itself will be moved with 0.1 (:pop) per (:turn). Population Growth Cost will have to be paid normally.

Furthermore, after a migration project, the world can not be the origin of another migration project for at least 30 (:turns) after the previous migration project finished (we do not consider the up-front payment of the project to be part of the project).

Note that a world can be the destination of many migration projects in quick succession, the limit applies only to emigration.


We think that this change will allow the migration to be more impressive, and less of a population-fountain.

It has been a week since last post, I propose to put these changes into effect in the coming weekend (2013-12-21).

Unless anyone has objections?
