Rules Change: Outpost Cost Change

The rules regarding outposts have changed as discussed in Proposal: Outpost Cost Change.
The following changes were made:

The following changes were made:
- Outpost construction costs have increased to:
- Outpost Base: 10000
+ 800 
- Upgrade 1: 8000 + 600
- Upgrade 2: 6000 + 400
- Outpost Base: 10000
- Prefabrication has been deprecated and will be replaced in the future
- Network Centric Colonization has been deprecated and will be replaced in the future
