Quick note on Donations to the Union

With the current up and coming Union Project (Trade Hub), I'd like to take a moment to note that the Union Budget rules put a heavy reduction on the amount of money that actually makes it to the project (20% makes it, the rest is eaten up by the bureaucracy).

... The current donations are growing way above the amount that can be put into special goods.
However, the rules there also state that the donations go into a fund, and that is specifically not what is going to be done. In fact, the Union Projects header explicitly states that large projects are usually outsourced to one or more Union Members, making my think that the 80% reduction only counts when donating into a fund.

We are not hoarding the money, we are spending it on a cooperative project. I believe this is not what the penalty is intended for.

I agree, the current donation rules weren't intended for this kind of projects. In that light the 80% penalty seems too steep.
