I also like the idea you propose at the end of your post. This gives us the opportunity to create the hybrid and, if we could retroactively declare the Praetorian population to be on Praetonova, also saves us the headache of transfering population between factions.

I would be happy to solve the population issue via a Technology, infact i'm in favour of it. That said, as far as I'm concerned the Praetorian Population can go to Praetonova.
I also support the choice for the so called option 1, simply because i feel it fits much better (and easier) with the current rules and prevents all kinds of exploits.

Since no further comments have been made for a week, I propose that the following rules change is applied:

It is only possible to share control at the level of whole worlds, that is, any world in a shared systems is as a whole under the control of a single faction.
Sharing worlds in a system impacts several aspects of the game:

The survey, setup and independence costs of the shared settlement are paid to the ratio of the zones a faction will get control over in the final system.
For example, if Jedi and Sith are sharing a new Settlement with Jedi controlling 40 zones and Sith controlling 50 zones, Jedi has to pay 4/9th of the costs, and Sith has to pay 5/9th of the costs.
These proposed changes constitutes a rules change. Once these changes are official Chriz and Gerben can file for retroactive changes to fix the population distribution on their shared settlement.
I no one objects to these rules changes, I suggest we put them in place in the weekend of July 16-17.
The only open point is the cost and duration of a project to transfer control of an already existing world.

It is possible to share a system between multiple factions. This situation can be created through, for example, starting a [[Shared Settlement]], or through transfering control of a world to another faction.It is only possible to share control at the level of whole worlds, that is, any world in a shared systems is as a whole under the control of a single faction.
Sharing worlds in a system impacts several aspects of the game:
- A shared system does not grant Sovereignty.
- System-wide projects can be veto'd by any party that controls a world in the system. To build a project, the builder must satisfy all requirements, and the builder must pay the full upkeep. Regardless of who pays upkeep or built the project, system-wide benefits are granted system-wide.
- Population is controlled by a single faction, and resides and grants bonuses on worlds of that faction. System wide benefits from population apply as usual, with the faction to which the population belongs having the final say on any choices regarding these benefits.
- It is possible to trade goods between factions in the same system, doing so does not require a Trade Fleet.
