the current text of the PA can be found here, Par. Act, and distinguishes 3 levels of participation in Union processes. In order to reflect more options, as discussed during the Writ-a-thon and earlier, the PA needs to be changed.

The participation act is a set of laws regarding the levels at which members of the Union participate in the government.

Five levels of participation can be distinguished:

Protectorates have no vote in the Senate. In return they are exempt from various taxes and obligations. They are free to participate in debates, and will receive Union protection and aid if threatened.

Minor Worlds may vote in the Senate, allowing them to pass new laws. Since they have no economy they are exempt from taxes, but are able to enter in trades and research, with the Union funding they receive.

Inner Worlds may vote in the Senate, allowing them to pass new laws. They may not propose laws themselves, but they are free to offer suggestions to the Core Worlds.

Core Worlds form the Government of the Union and have the power to propose new laws or to propose changes to existing laws. However, they may not vote on the proposals - this power lies with the Minor and Inner Worlds. Additionally, Core Worlds have executive power in specific area's.

Fringe Worlds are inactive and have no vote in the Senate. Existing Trades with Fringe Worlds will be phased out over time, the system and assets however will remain at its current level of development and technology.

Looking good, maybe we need a diagram with the flow of options as well. Something for the basic guide i guess.

I need to mull this over for some time before I can give an opinion on this.

While I agree with the proposed OOC reorganization of player participation, it is a difficult matter, as it is on the overlap between IC laws and OOC rules. We should take care to consider the impact of changing the IC charter, especially when we do not yet have a clearly defined (i.e. written out) definition of what the OOC impact is.

I have thought it over.

We need at least an extra level: Candidate Member. Though most people don't spend a lot of time in this phase, it does exist.

So we end up with:
  • Candidate
  • Protectorate
  • Minor World
  • Inner World
  • Core World
  • Fringe World

Looking at this list, I think we need to fix the names of the first two. 'Candidate World' works fine, but 'Protectorate World' sounds a bit off. I propose 'Union Protectorate'.

I'm going ahead and create wiki pages for everything from Minor World and further; though some of these things are really both Law and Rule here. As long as the senate won't vote in a significant change to how the Union vies it's members the different stages of participation can be embedded in rules.
