PC/NPC on factions

I'm going to update the faction model to be more in line with the character model.
The idea is to add the same PC/NPC information as we added for characters, this will require some further changes, but none of these will have a large impact on you as a player. This will also mean that I'll straighten out the User_nspage field into all factions -- for the logicians out there: no faction will not have a player.
I will also update the Status field of union members to reflect our new Candidate, Protectorate, Minor World, Inner World paradigm. (This will also mean adding those terms to the rules: namespace to reflect the OOC impact of these things -- I'll get to that in due time.)

I've updated all factions.
(!) Take care: I changed the 'member' class to 'union_member'. As this is better and less prone to collisions with other membery things. If you have pages that offer listings or compilations of data, you might want to check if they're still working. (I've tried to fix all lists I found, but I might've missed some)
