Some time ago we agreed to have some of our scientific staff meet and discuss possible cooperation opportunities.

It seems that this intial discussion bore fruit: a proposal has been made to cooperate on the research and development of the Assisted Apomictic Parthenogenesis to create a mass-produced same-sex reproduction catalyst.

My staff has informed me that the project involves a certain amount of cybernetics, though not in the way we have come to expect cybernetics to influence our lives. I hope that, despite our disagreements on certain topics, your world might be willing to cooperate with the Veolian Commonwealth on this.

Dear Senator Nehket Aeka,

First of all I would like to thank you for approaching the STF on this matter. We realize it would have been just as easy for you to approach the Teprogrenaian Consensus if you wanted cybernetic expertise. Seeing some recent disagreements on certain points you had more than enough reasons to do so.

Having deliberated with the Science Board, they have already agreed to offer our experts on cybernetics and same-sex reproduction. They would like to have some more information regarding the research itself before deciding to commit more resources to it. If you would be so kind to provide this I am sure we can come to an agreement on it.

During our last exchange, I noticed you had some misconceptions about cybernetics. I reckon we might have some regarding slavery in the Veolian Commonwealth as well. Perhaps a meeting with some experts would be able to remove them and, if nothing else, create a mutual acceptance for these aspects of our respective cultures.

Dear lady-senator Maria Latharion,

Though we might have our differences, and might even strongly disagree with each other's respective cultures, the Stellarian Triad Federation has proven to be a dependable and trustworthy partner. Since we already agreed that we should look into possible scientific cooperation, I saw no reason to contact the Teprogrenaians about this. Besides, while the Teprogrenaian senator is a very agreeable man, I have come to like you on a personal level.

I shall have our scientists send over more information on the propose project. As I gather they propose to use nubots to assist in same-sex reproduction by supporting apomictic parthenogenesis. In this way, the fertilization of an egg does not require a male component while still allowing natural mutations and the selection of random genetic material, so as to not hamper the building blocks of evolution. The nubots then decay, and the natural gestation process takes over. My scientific adviser calls the project Assisted Apomictic Parthenogenesis.

I can see merit in your proposal of having a meeting to clear the air with regards to slavery and cybernetics. I am intrigued whom you would suggest as experts though.

I am happy to inform you that, after reviewing the data you sent, the Science Board has decided that this research has potential benefit for the STF.

I propose an even split of research funds, that way costs are divided even and both our factions can benefit from the tax deductible research law.

As expert I can offer my own knowledge on the subject, but perhaps a medical engineer, who has integral knowledge about the relation between organics and cybernetics, might offer you better information. I leave the choice up to you, I will be present regardless of what you choose. As for your own expert, may I suggest miss Serrah? Hearing from an actual slave might ease my people better.

We agree on an even split of research funds. We would propose to start the reseach in (:turn) 97, with both our factions investing 300 (:tax) per (:turn). I propose that the Veolian Commonwealth take care of the administrative work, such as registering the project with the Union Technology Registry, and the tracking of resources.

Furthermore, I propose that we apply a cost-sharing license to the technology. That is, if a third party is interested in acquiring the technology, they pay their share of the development cost, divided equally over all partners. This way, anyone that is interested can acquire the technology, with the cost being as if they participated in the joint research in the first place.

I am sure that a medical engineer would be able to inform me of a great many things with regards to cybernetics. I would be delighted to bring Serrah with me, she has already expressed an interest in the situation. Where and when would you propose to meet, and how public would you think this meeting should be? I think that it might be best to first privately discuss the issues, and then schedule a public meeting? That would offer us a chance to discuss the difficult issues without the added pressure of an audience.

The Stellarian Triad Federation agrees to what you propose and we shall start transferring the funds shortly.

I propose we hold the private meeting in the newly built STF Embassy and the public meeting in a place of your choice. The new Embassy is built outside the senate building so I will send you the location and how to get there.

For the date of the private meeting I suggest 15-04-2013 and that we decide the date of the public meeting there.
