I hereby open the vote on the following proposal:

Sale of Compacted Defence Facilities to the Hiocan Society

• The Djana Military Research Centre starts research on the Compacted Defence Facilities technology in 98
  • Each of the Djana partners invest 55 for the first 5
  • In the final the Veolian Commonwealth will invest 59 , with the Teprogrenaian Consensus and the Unified Republic of Darya investing 58
• The Djana Military Research Centre sells the Compacted Defence Facilities technology to the Hiocan Society
  
  • The Hiocan Society will not tranfer this technology to third parties
  • The Hiocan Society will pay 200 for the technology, with the Unified Republic of Darya and the Teprogrenaian Consensus receiving 67 , and the Veolian Commonwealth 66
  • The technology will be transfered in 104
• The Hiocan Society will acquires the necessary and by constructing them themselves, or by buying them from the Teprogrenaian Consensus, Unified Republic of Darya or the Veolian Commonwealth.
• The Teprogrenaian Consensus and the Unified Republic of Darya pay 0.25 to the Veolian Commonwealth per sold to the Hiocan Society for the construction of Planetary Defence Grids.

The following Board of Oversight members may vote:

• Unified Republic of Darya
• Teprogrenaian Consensus
• Veolian Commonwealth

The options are Yes or No. The vote closes on 2013-04-26.

if I interpret:

The Teprogrenaian Consensus and the Unified Republic of Darya pay 0.25 to the Veolian Commonwealth per sold to the Hiocan Society for the construction of Planetary Defence Grids.

as:
If the Teprogrenaian Consensus sells a to the Hiocan Society for the construction of Planetary Defence Grids the Teprogrenaian Consensus pays 0.25 per capital ship sold to the Veolian Comonwealth.
And if the Unified Republic of Darya sells a to the Hiocan Society for the construction of Planetary Defence Grids the Unified Republic of Darya pays 0.25 per capital ship sold to the Veolian Comonwealth.

Then The Unified Republic of Darya votes 'Yes'. As that sentence seems a bit ambiguous I wish to make it more explicit.
