We will agree to a temporary halt in the delivery of under the following conditions:

• An amount of 74 is delivered in 124, the Veolian Commonwealth will transfer the agreed upon to match
• The delivery of capital ships is halted indefinitely, and will recommence two turns after notice from the Veolian Commonwealth
