Chancellor Ardios Eldrilith has requested the use of the Compacted Defence Facilities technology for the defence of Unity. I have forwarded his request To Djana Board of Oversight: Compacted Defence Facilities for your consideration:

The Union is interested in the Compacted Defence Facilities Technology.

I hereby request a tender for the use of the Compacted Defence Facilities Technology to construct a Planetary Defence Grid on Unity.

Furthermore I request a tender for the cost of the use of the Compacted Defence Facilities Technology to construct a Planetary Defence Grid on Unity combined with all the (:capital-ships) and (:conmats) required to construct it.

I feel that this is a good opportunity to show the Union what proper military research can achieve. I propose that we license the technology itself to the Union for free, provided it is only for the single use of constructing a planetary defence grid on Unity. Having provided the technological know-how necessary for the protection of Unity is good for public relations.

We from the Consensus agree on the proposal to send the technology for free. However, we are inclined to do only so if the Union buys the necessary goods from either the Veolian Commonwealth, the Teprogrenaian Consensus or the Unified Republic of Darya for a maximum price of 4.5 (:tax) per (:capital-ships) and 0.6 (:tax) per (:conmats) . We believe this would be a fair price for these goods. Making the price for the goods maximal 1140 (:tax) .

Do you think this is reasonable as well, or do you believe this will scare the Chancellor away too much, resulting in him doing the research himself for the Union?

I have had some conversations with the people back on Darya and we have come to the conclusion that we can give the technology for free if it is to protect Unity it self.

We also think that the union must pay for its products as the people making the (:capital-ships) and (:conmats) need to be payed. And we think that the prices quoted by Danar Lorum are what the products are worth.

I have it on good authority that there is a large likelyhood that a public tender will be opened to acquire the goods for this project.

Usually, we incorporate a clause like "The Teprogrenaian Consensus and the Unified Republic of Darya respectively pay 0.25 (:tax) to the Veolian Commonwealth per (:capital-ships) sold to the Praetorian Empire for the construction of Planetary Defence Grids." to compensate the Veolian Commonwealth for their initial investment. As the price is not known yet, I propose that the Veolian Commonwealth is compensated with 5% of the income of the (:capital-ships). This is 0.5% less than the normal 0.25 (:tax) on the 4.5 (:tax) actual valuation of capital ships.

We find this an acceptable solution to the idea of a public tender where the price of the product is not yet established. if we profit from this technology all who made it with us should enjoy some of the benefits.

Dear members of the board of oversight,

We of the Research Centre have the option to offer the technology only when the products are either created by the Union itself, or bought from one of our factions. And since the Union does not create any materials, the required goods thus has to be purchased from one of us. As long we guarantee a reasonable price, there would be little reason for the Union to refuse aside from ideological reasons.

Therefore we of the Consensus propose to license the technology to the Union for free, provided it is only for the single use of constructing a planetary defence grid on Unity, and the required materials are bought from either the Veolian Commonwealth, the Teprogrenaian Consensus or the Unified Republic of Darya for a maximum price of 4.5 (:tax) per (:capital-ships) and 0.6 (:tax) per (:conmats).

We of the Consensus believe that these prices will be low enough so that the senate will not call for a public tender out of economical reasons.

In the case that the Union wants to have a public tender out of ideological reasons, than we of the Consensus propose to license the technology for a symbolical 100 (:tax).

We have no issues to incorporate the clause as suggested by Field Marshall Iaat Shigemi, and if the Union demands a public tender, than the Teprogrenaian Consensus has no problems with dividing the licensing cost 34/33/33, in favour of the Veolian Commonwealth.

The chancellor has stated that the Union will either:
  1. Buy the goods from us for a price of 4 (:tax) / (:capital-ships) and 0.4 (:tax) / (:conmats)
  2. Start a public tender, if we are not willing to sell for this price the Union
Furthermore, he also stated that the Union would like to complete the Planetary Defence Grid in or before (:turn) 130.

I have been in contact with the Veolian embassy on Unity, and it seems that they are of the opinion that the chancellor is under the misguided impression that he can dictate the price of goods to member worlds.


As time is of the issue, I hereby officially open a vote of the Board of Directors. The following Board of Oversight members may vote:
  • Unified Republic of Darya
  • Teprogrenaian Consensus
  • Veolian Commonwealth
The options are
  1. License the technology for free under the terms we discussed above, and accept the prices as proposed by the chancellor,
  2. License the technology for 100 (:tax) under the terms we discussed above, and do not accept the prices as proposed by the chancellor, thereby forcing a public tender.
The vote closes on 2013-11-06.


The Veolian Commonwealth votes option B.
