With the Veolian Commonwealth's increased demand for based goods comes the opportunity to use the holonet infrastructure. As you known, the Veolian Commonwealth maintains holonet base stations in sectors 12 -7, 10 -6, and 11 -6. Currently, we have an agreement for 12 -7 to allow the Sundarian Federation use of our base station for attachments at a cost of 10 per .

We would like to extend this agreement to 10 -6 and 11 -6, again at a cost of 10 per per used base station.

Dear Miss Serrah,

The Sundarian Federation is willing to consider your offer, however we think it is fair to inform you that we have recieved a similar offer from the Astrian Colonial Authority. In addition, this offer would be helpfull in getting goods tradable via the holonet to you, but it doesn't provide us with the means to actually ship them into 10, -5.

Before we can accept your offer, we would therefore need to reach an agreement on how to handle the final barrier, getting our goods to your people and on the free market in the Veolian Commonwealth. To that end we would entire need to be permit to place our own relay upgradestations in 10, -5 and attach them to your basestation in the Smi-Halek system; or reach an agreement in which sufficient within the Smi-Halek system is made available to us on Veolian substations, in order to ensure the delivery of -based goods.

How do you propose to resolve this matter, with latter option having our preference?

Dear Mr. Pendra,

In our current agreement, the Sundarian Federation is responsible for the delivery of -based goods. The proposal that has your preference effectively shuttles part of the burden of delivery to the Veolian Commonwealth.

We are not directly against such a transfer of responsibility, but we can not ignore the fact that we would be forced to increase our own if we want to increase our trades with the Sundarian Federation. This is not something we can do lightly, especially with the current shortage of produced .

If we are to agree to this transfer of responsibility, it would be conditional upon the Sundarian Federation accepting our earlier offer and making use of our holonet base stations in sectors 12 -7, 10 -6, and 11 -6.

From your lack of lack of reaction, I conclude that the Sundarian Federation is not interested in more efficient transportation of , and would instead rather continue with shipping the goods via trade fleet.

We retract our offer for the time being. Should you change your mind, we are willing to reopen negotiations on the subject at a later time.
