To Dareal Noxim,

The Veolian Commonwealth is interested in buying and additional 200 (:emds) and 200 (:electronics). Unfortunately, due to the current economic situation, we can not offer a payment per product higher than 0.35 (:tax) per product unless Union taxation in the higher tax brackets is lowered significantly.

Because of this, we have looked into alternative options of compensation. Our gasses production will be increasing significantly in the near future, and as such we would like to discuss the options of providing (:gasses) to the Praetorian Empire in exchange for a number of these goods.

Dear Serrah,

The Praetorian Empire is not interested in increasing their production of (:emds) and (:electronics) for a price per product lower than 0.45 (:tax) due to the current economic situation.

However we are interested in trading these goods for gasses. For example trading the 200 (:emds) and 200 (:electronics) for 1250 (:gasses) would be interesting to the Praetorian Empire.

We will analyse your offer for economic viability. I can already say that the price of 0.45 (:tax) per product is higher than even our most optimistic projections allow us to spend. If we are to make a deal in this direction, we will have to meet in the middle.

We would like to know how much (:gasses) the Veolian Commonwealth has available for this deal. Based on labour the Praetorian Empire is willing to trade 1 product for 3 (:gasses). If the amount of (:gasses) is sufficient we are willing to trade them for (:emds) and (:electronics) and sell the remaining products for 0.4 (:tax) each.

At this moment we do not have a surplus of (:gasses). However, planet-wide industrial improvements to Amird will allow us to generate additional output in the near future. We will contact you when we have a more precise estimate on the growth in (:gasses) output per (:turn). Based on this we will determine the profitability of your proposal.

The emperors advisors have reported that there is a new option for our factions to help each other. The Emperor has decided that it is time to outsource half of the (:healthcare) production to make room for expansion. If we are capable of outsourcing 400 (:healthcare) to the Veolian Commonwealth we would be able to provide your faction with 200 the (:emds) and 200 (:electronics). These products could be swapped one on one.

Since we are outsourcing our (:healthcare) production we will have 370 (:organics) available that we want to sell to your faction for 0.15 (:tax) / (:organics). We can also offer you the 400 (:rares) necessary to produce this (:healthcare) for 0.15 (:tax) / (:rares).

However we have no use for buying the (:healthcare) without selling the (:organics). I hope your faction can help us with unlocking our industry.

After careful calculations based on your offer I'm sorry to inform you that we have to reject it. Your proposal forces us to accept your price of 0.45 (:tax) per good, which we already rejected earlier.

Furthermore, we do not like the dependency you create between receiving (:emds) and (:healthcare) and the buying of (:organics). I suppose that we will have to look elsewhere for both products.

We did not intend to create a dependency. Let me explain. The Praetorian Empire is interested in:
  • Exchanging product, in this case (:electronics) for (:healthcare) and (:emds) for (:healthcare).
  • Outsource at least half of our own (:healthcare) production (400 (:healthcare))
  • Lowering our Import of (:organics). (370 (:organics))
We propose another solution for lowering our import of 370 (:organics). We propose to end the long term swap which contains 225 (:organics) for 220 (:rares). Furthermore we the Praetorian Empire will try to downsize there (:rares) for (:organics) swap with the Sundarian Federation as well. This would mean freeing up 145 (:organics) at the Sundarian Federation. We could advice them to sell these (:organics) to your faction directly.

We are still willing and capable of selling additional (:rares) to your faction if you see merit in this alternative proposal.

After a few lengthy sessions of economic analysis, we have a counter-proposal for your consideration. This proposal does not yet include detailed process information and only sketches the resulting situation.
  • The Veolian Commonwealth increases its industry to produce 400 (:healthcare)
  • The Praetorian Empire does so for 100 (:electronics) and 100 (:emds)
  • We end the long term swap of 225 (:organics) for 220 (:rares),
  • The Veolian Commowealth will buy 220 (:rares) @ 0.15 (:tax) to cover the stopped swap, and has option to buy an additional 180 (:rares) @ 0.15 (:tax) to supply the (:healthcare) industry
  • We swap 200 (:healthcare) (from our side) for ( 100 (:electronics), 100 (:emds) ) (from your side)
  • The Praetorian Empire buys 200 (:healthcare) @ 0.4 (:tax)
This is just a rought sketch, and we are willing to discuss amounts and small price shifts depending on offered products.

The problem we currently experience is one of volume. While we appreciate the larger volumes the Praetorian Empire is capable of providing for (:electronics) and (:emds), it seems that other worlds are not capable of keeping up. So, while we would like to accept your offer of larger volumes of products, we will end up not being able to use them due to other worlds not providing enough goods.

We see merit in your proposal. Unfortunately we in the Praetorian Empire see the same problem as the Veolian Commonwealth is experiencing when it comes to the scalability of other factions.

We believe the price of 0.15 (:tax) / (:rares) and 0.4 (:tax) / (:healthcare) are fair in the current economic climate. We will have the 400 (:rares) available for sale that are required to produce the necessary (:healthcare).

We will contact the Sundarian Federation now to negotiate scaling back our (:organics) intake with them as well for 145 (:organics). Shall we advise them to contact your faction for the sale of these organics?

We have the (:electronics) and (:emds) available in our reserves or 3-sets. This means they are available directly. However this is not our limiting factor. While you are increasing your (:healthcare) production we are limited in refurbishing zones to our new situation.

If we have results in the negotiation with the Sundarian Federation we can start talking about the starting term. We are planning with a starting time between (:turn) 170 and (:turn) 172 in mind.

The Veolian Commonwealth is not able to adhere to the proposed time table due to negotiations with the Sundarian Federation with regards to (:organics). We expect the preliminaries to be done around (:turn) 174, at which moment we expect to have 400 (:healthcare) available.

We propose to arrange for possible cancellations as follows:
  • a minimal term of 20 (:turns) for the '200 (:healthcare) + 30 (:tax) in exchange for 100 (:electronics) + 100 (:emds) + 200 (:rares)' with notice of cancellation of 5 (:turns)
  • a minimal term of 10 (:turns) for the '200 (:healthcare) + 30 (:tax) for 200 (:rares) + 80 (:tax)', with notice of cancellation of 5 (:turns)

We propose the following since we would prefer the (:healthcare) in two phases to make refurbishing easier and require them for a longer period of time.

Combined with phasing out the (:organics) for (:rares) swap this should be possible.

We are not willing to accept a duration longer than 10 (:turns) on the second part of the agreement because it would prevent us from trading our (:healthcare) with some other party should this be more profitable than the 0.4 (:tax) we make by selling to the Praetorian Empire.

I understand that you want to guarantee this trade for as long as possible, but it is very bad business for us to agree to lock in a trade that is barely breaking even in 120 (:turns). If a better opportunity comes along for us, we want the freedom to act on it. We are willing to start with the 6000 (:tax) of investments needed because the Praetorian Empire has been a good trading partner in the past, but we are not willing to lock in a bad trade.

We are currently increasing our (:healthcare) production, and expect the full capacity to be available within 3 (:turns). We propose to start with an exchange of 200 (:healthcare) for 100 (:emds) and 100 (:electronics) in (:turn) 172, followed by the exchange of the other batch of goods in (:turn) 174.

So the schedule would be (listing the total volumes):
  • (:turn) 172: 200 (:healthcare) + 30 (:tax) in exchange for 100 (:emds) + 100 (:electronics) + 200 (:rares)
  • (:turn) 174: 400 (:healthcare) + 60 (:tax) in exchange for 200 (:emds) + 200 (:electronics) + 400 (:rares)
We are willing to accept a guaranteed period of 25 (:turns) continuing with the agreement being of indefinite duration with a 5 (:turn) notice of cancellation.
