The Ahlstrom Enterprise is looking to found a branch, as has been promised to the Hiocan Society in 176 by me, therefore we assume that the Hiocan Society is interested. We would like to join these corporations to the Vaspa Ahlstrom Conglomerate, which also neatly covers the issue of exchanging zone rights.

The Astai Republic is currently going through a period of affluence, as such we can have the corporation well established in 193. We therefore suspect that the Hiocan Society will take longer to establish their branch, not that this is a problem. As such we want to know, if you are interested, when you could finish building such a corporation. We shall have it done by then.

I have invited Archduchess Nehket Sajjana from the Veolian Commonwealth because of their desire to fund the founding of these corporations, as with the corporations and the current founding of a branch with the Unified Republic of Darya and invite Sajjana to lay out her vision of this funding.

The Hiocan Society is interested in joining a corporation. But the location and the payment will be complicated, I will explain this in more detail belong.

The Hiocan Society wants to build a corporation on Ah'rak. At the moment this planet has no atmosphere and we have already been making down payment investments for the Terraformation for a long time. But it will probably at least take another 1-2 years before this can start if we can make arrangements with the Veolian Commonwealth. On another planet would be possible but then multiple zones need to be moved.

Furthermore, the Hiocan Society has not yet payed off the loan for the first corporation. Our small economy cannot keep up to yours, our resources are limited. We are currently looking to get more specialized zones, to produce with our specialized . If this deals is accepted, we have financial obligations until 220 . After this we are thinking to directly invest in the Terraforamtion of Ah'rak.

These two matters make it difficult to start up the branch for us. The funding will be a complicated matter as we do not want to completely lock our economy. Hopefully you can understand our situation and maybe we can find a way to make this work.

Given these circumstances we judge it better to find alternate partners for the establishment of the corporation, we will still incorporate these branches into the VAC. This means that given time the Hiocan Society will also be able make use of the knowledge of specialisation and incorporate their own zones.

I understand the arguments of merchant Aosen, yet finding another partner for specialisation will not be easy. Therefore, I propose an alternative solution that allows the Hiocan Society to both start the establishment, and to keep their options open for other economic activities they want to undertake.

My analysts concur with merchant Aosen that now would be a good time for the Hiocan Society to step into a larger production. However, their system is currently such that these -based industries are focussed on Erau. Because of this, it is possible, with external investments, to move the industries from Hio to Rukhemai at a cost of 6000 . This real estate on Hio can then be refurbished for use as plants for as little as 500 . Next to that are the costs of the establishment of a VAC branch in , which my analysts estimate at another 6000 .

So, for a total cost of 12500 the Hiocan Society can join this early development. This will also help them convert their specialised in tradable goods, reducing their immediate need for large investments in the industry.

I am willing to invest 4000 in the establishment of both branches. In this case, I think it would be most beneficial if this money goes in full to the Hiocan Society. If the Astai Republic is willing to match our investment in this endavour, either as a gift to the Hiocan Society, or as a zero-interest long-term loan, the establishment of a branch in the VAC will cost the Hiocan Society a total of 4500 . Another possibility is for mister Etaireia to contact the other factions represnted in the VAC and see if they wish to place an investment as well to benefit from the availability of .

The other partner for specialisation would be the Unified Republic of Darya, who could start a branch for 9000 , already having zones on Eden worlds. We are however not opposed to supporting the Hiocan Society. Because of this we will agree to gift 4000 to the Hiocan Society should they want to start a .

The Hiocan Society is very grateful for your help in the establishment of a corporation. We would really like to start this business. Unfortunately, our flow is very low and we therefore need an additional loan. With your help though we could starts this project soon.

I would like to propose to only establish a Headquarter on Hio so in 3 the new corporation can be made with help of additional funding. The zone can be move to Rukhemai for 3000 in two . At the same time Zone 14 can be refurbish for 250 . The new corporation can be founded for 6000 the next . This will take an investment of 9250 . The Hiocan Society would then need to lend 1000 which we can pay back with 200 interest in 12 .

With this minimal proposal you will be able to continue while we can continue our specialization at a later time. If your funds can be made ready quickly the establishment could be finished in 194 , but I can understand that this will be hard.

The Ahlstrom Corporation can finish a branch in 194, having it completed in 195, given that as a constraint we can provide donations to the Hiocan Society of 1500 in 191, 1750 in 192 and 1000 in 193 and 194.

This assumes that the Veolion Commonwealth can exchange 250 in 192.

If the Veolian Commonwealth then contributes their 4000 in 193 and 194 then the Hiocan Society can finish this proposed plan in 194, completing by 195.

We propose to adjust the payment schedule a little so that all the zone will be ready in time.

In 191 we can build a zone for 2000 on Ruhkemai. The Astai Republic gives now 1500 with our own 100 , we are 400 short. We would therefor need to exchange ourselves for or we need additional funding in this turn.

In 192 we can then upgrade the zone on Ruhkemai for 1000 and refurbish the old zone on Hio to a zone for 250 . The Astai Republic gives now 1750 and we have 100 , this is 600 too much and we suggest to use it in 191 .

In 193-194 the corporation is formed and a headquarter is build for 6000 . The Astai Republic gives 2000 and the Veolian Commonwealth gives 4000 . This is the correct amount and the project will be completed.

The Hiocan Society looks forward to continue working together in the VAC business.

It has taking us some effort in sending this money back and because of that our backpayment for the 1000 loan was not started. I hope it will not be a problem is our payment is a to late.
