Dear Serrah,
After the founding of
and 
branches for the VAC will be finished, somewhere around 
197 we are looking to start on our next longterm project. We would like to start on the terraformation of Charios, our medium planet for processing of raw materials into goods, our metals focused planet Eio (18 zones) and our gasses focused planet Pythia (18 zones). Making for a total of 48 zones.
We would like to lay down Megadome Cities on 12 zones of Charios (specifically all zones currently producing , , 
), requiring a total of 7800 
, as well as I am sure licensing of the associated technologies. The Astai Republic will deliver the 
for the project, which should allow us to initially process 650 every 3 . Though we are looking to up our own production allowing for more consumption in the near future.
Due to our uncertainty in the our planning as to when we could consume more terraformation modules, we would like to order a flow starting with 217 per which could be further increased with due notice if the Veolian Commonwealth has capacity for it, with a decrease in rate for the terraformation of Eio somewhere in the distant future.
The planet of Pythia will require an additional 11700, and Eio will require 8100 , totalling 27600 terraformation modules, which would also be the largest deal in the Union so far.

The Veolian Commonwealth is willing to provide a flow of for these projects. However, we have a certain reservation due to our future need for . We would like to have assurances that we will be able to buy 2000 over a period of at most 20 in the event that the establishment of our settlement coincides with the improvements of one of your worlds.
We are willing to extend a license for the Cold Orbit Megadome Adaption and Hot Orbit Megadome Adaption under our default UE-NT-ED license [1]. We offer the license at a reduced cost of 3000
for both technologies.
Due to the high demand for our, we currently sell at 6.25 per for deadline projects. However, the long-term nature of this deal warrants a more flexible approach. We can start with providing a flow of 217 per , at a price of 6.0 per module. Requested increases to this rate will be met in a best effort manner, where we will try to match the requested rate while retaining a price of 6.0 per . If this is not possible at the 6.0 per price, we will apprise you of the situation.
Our other obligations might require us to lower the rate of. We will make a best effort attempt to keep the rate above the 217 per mark. In the event that there are turns where we go below the 217 per turn rate, we will provide the modules at 5.0 per , to compensate you for the slowdown.
We are willing to accept part of the payments in
, especially the licensing cost lump sum. We can discuss payment options once we have a conceptual agreement on the other terms.

UE-NT-ED license
The un-expiring non-transferable endorsed Technology License grants the licensee the right to make use of the licensed technology for any project endorsed by the Veolian Commonwealth. The license does not expire and is non-transferable (meaning that the rights granted by the license can not be transferred to a third party).
