Respected President T Lara of the Hiocan Society,

Very recently an ally, who the Astrian Colonial Authority trusted a great deal, betrayed us. We know who this former ally is, let me assure you we also know the Hiocan Society was in no way involved with this.

I am contacting you to make sure that our worlds will be able to count on each other, even if our worlds should no longer be able to count on other Union members. Though I pray to the Goddesses this will never happen.

To that end I have a number of proposals and a request.

My first proposal is to construct embassies, for the Hiocan Society in the Novalia System and for the Astrian Colonial Authority in the My Enru System, and appoint and exchange ambassadors.

My second proposal is to establish an Outpost in 6 -5 together. Perhaps we can even add some Space Habitats as well. Of course, 6 -5 lies outside Union territory. This means it will have to be protected from pirates. The Astrian Colonial Navy is capable of guarding that sector from most threats. It seems no more than reasonable that the Hiocans provide the upkeep costs. We can share the development costs of the outpost's zones equally.

I have additional proposals if you are interested. As for my request, it is merely the backing of the Hiocan Society in any discussion or other consequence that may follow when the ACA reveals the betrayal of the afore mentioned former ally to the Senate.

Dear Lord-Master of the Astrian Colonial Authority,

The ACA is a neighbor of the Hiocan Society and we have traded for many years. Your proposal to create a cultural and political bond is a good next step. We accept you offer and will start looking for a good location. Senator Harek will be handling the further steps on this matter.

The Hiocan Society has a history as an outer faction of the Unoin. Slaves from the Mandalorians have come to our world for their freedom. We have been thinking of expanding in that direction for quite some time, but with the new Mandalor we should keep our distance. Sector [6,-5] is at a save distance and also offer trade opportunities with the Core Hegemony. The Hiocan Society is interested in collaborating to establish an Outpost. We have various long term projects already planned and you have to talk to merchant Aosen for the details of our contribution on this project.

The ACA culture values also equality and freedom and we can support each other on various matter. Senator Harek will be interested in reading your proposal for the Union Senate.
