The Astrian Colonial Authority would like to request a quotation for raising the atmosphere of Caosina to a type 1 atmosphere and a separate quotation for removing the solidified core from Serina. The ACA has been very satisfied with the earlier terraformation of Serina, done under the Former Stellarian Triad Federation and we would like this opportunity to evaluate the possibility to perform similar procedures on Caosina.

Based on your world's choice to support our cultural heritage during the vote on a slavery compromise, I have decided to provided quotations for these two projects near the reduced price of 6.0 (:tax) per (:terraform), while we currently calculate normal quotes at the price of 6.25 (:tax) per (:terraform).

As such, the raising of the atmosphere of Caosina is projected at 5000 (:tax). This includes the initiation research and the required amount of modules (700 (:terraform)), based on our expected output we can execute this project in 7 (:turns). It is possible to speed up the process to take only 3 (:turns), but this will incur a surcharge as we have to renegotiate ongoing terraformation contracts.

The liquification of the core of Serina is a less ambitious project, calculated at only 1800 (:tax). This includes 250 (:tax) initiation research, 500 (:tax) licensing fees and a 1050 (:tax) payment for 175 (:terraform). This project takes the minimum duration of 2 (:turns).

Due to our other terraformation contracts, we have the earliest cost-free possibility for starting new terraformation projects in (:turn) 232. If haste is required, we can renegotiate other contracts to free up capacity, at a cost.

The Astrian Colonial Authority indeed wishes to purchase these terraformation projects.

We would like the Terraformation of Caosina to be done first, starting in (:turn) 232. We do not require any haste with the execution of the project.

We would like to pay by shipping 900 (:rares) / (:turn) to the Veolian Commonwealth for 50 (:turn) starting in (:turn) 254. This would lead to a value of about .15 (:tax) / (:rares). Which I believe is a reasonable price.

If you would prefer alternative payment, we are willing to negotiate.

I am glad that the ACA is still interested in these projects. As you indicate the possibility in your message, we would like to negotiate on the payment scheme.

The main issue I have with your proposed payment scheme is that it overlooks the fact that you want the Veolian Commonwealth to extend a loan to the Astrian Colonial Authority. The Veolian Commonwealth is certainly interested in buying (:rares), but prefers to keep these two transactions separate, unless a more lucrative arrangement can be found.

I think there are two fitting payment schemes:

Direct payments and intent to buy (:rares): The first, and preferred, alternative is a simple direct payment scheme. At this moment, we receive a significant sum each turn from the Unified Republic of Darya for an ongoing terraformation project. With the enactment of their closed-borders policy, this agreement is coming to an end. I had hoped to find a payment scheme that would allow the ACA to cover this deficit in our budgeting. To this end I want to propose a scheme of repayment, where the ACA transfers 680 (:tax) per (:turn), starting in (:turn) 232, and continuing for 10 (:turns).

Because you will still have (:rares) surplus in (:turn) 254, I can offer you the guarantee that the Veolian Commonwealth will buy 900 (:rares) per (:turn) at 0.15 (:tax) per (:rares) for a duration of at least 30 (:turns) starting on (:turn) 254, if no other provider goes below 0.135 per (:rares) before that time. I do not expect the last clause to be met, but you will understand that it is simply good business to ensure that my world is not locked into a bad deal.


Extended loan with repayment in (:rares): The other alternative would be to revisit your proposed scheme. In the scheme you propose we first have to make costs up to 6800 (:tax) in the period of (:turn) 232 - 240. Afterwards, we will start receiving payments in (:turn) 254, for a period of just shy of a year, with an effective repayment rate of 136 (:tax) per (:turn) and 0% interest. I do not think that the relation between our worlds is of such a level that I can justify accepting those terms.

Normally, we would calculate interests rates up to 60% on sums like these for the given period. But since your world's recently cast votes in the Senate have clearly shown a warming relationship between our worlds, I suggest 50% interest. This would mean repayments of 1350 (:rares) per (:turn) for 50 (:turns), starting in (:turn) 254. This would hold the valuation of the (:rares) exactly at the 0.1511 mark you propose, but offer us some interest on our long-term loan.


Because of our domestic obligations towards the Adii Nasla settlement and it's development the first scheme has my strong preference. It offers the necessary cash flow to the Veolian Commonwealth, while at the same time offering the Astrian Colonial Authority a guarantee that they have a buyer for their (:rares). This scheme also gives your world a source of spendable (:tax) immediately on (:turn) 254, instead of a long-term drain on your economy.

Your first offer is more interesting to the Astrian Colonial Authority. However, we find the duration of 30 (:turn) where the Veolian Commonwealth would be buy (:rares) from us to be a little short.

We believe 50 (:turn) would be a better period. The ACA is willing to increase the amount if that will make you accept this more easily. We will even start payment for the terraformation immediately if our negotiations are successful. We can also negotiate further.

After consideration, I have amended the terms of the first proposal. We can accept the following terms:

  1. Terraformation projects and payment
    1. The Veolian Commonwealth promises to start the Photosynthetic Rebalancing of Caosina at the latest on (:turn) 232, with the project completed on or before (:turn) 240,
    2. The Veolian Commonwealth promises to start a project of Planetary Geoengineering to liquify the core of Serina at the latest on (:turn) 241, with the projected completed on or before (:turn) 243,
    3. The Veolian Commonwealth will supply the necessary (:terraform) necessary for both projects,
    4. The Veolian Commonwealth grants the Astrian Colonial Authority the use of the Planetary Geoengineering technology under the UE-NT-ED Technology License
    5. The Astrian Colonial Authority will transfer 680 (:tax) per (:turn) to the Veolian Commonwealth, starting in (:turn) 232, with a duration of 10 (:turns),
    6. If the Veolian Commonwealth is not capable of completing either of the projects on time, they will pay a penalty to the Astrian Colonial Authority equal to 1000 (:tax) for each (:turn) they go over the deadline
  2. Preferred Rare Element Supplier Contract
    1. The Veolian Commonwealth will enter into a trade agreement with the Astrian Colonial Authority to start buying 1800 (:rares) per (:turn) at 0.145 (:tax) per (:rares) in (:turn) 254, with a duration of at least 50 (:turns), and a cancellation period of 12 (:turns)
    2. If another supplier publicly offers (:rares) at 0.135 (:tax) per (:rares) before (:turn) 254, the Veolian Commonwealth has the option of not entering into the agreement described in article 2.a
    3. If the Astrian Colonial Authority is not capable of providing the agreed upon amount of (:rares) in (:turn) 254 or any turn thereafter, they will transfer of sum of 0.54442 (:tax) per unit of (:rares) that is not being delivered

As you can see, I have increased both the duration of the trade to at least 50 (:turns), as you requested, and I have increased the amount of (:rares) to match our expected growth of demand. This will in effect make you the preferred supplier for (:rares) of the Veolian Commonwealth. Because the ACA is entering the (:rares) market and plans on being capable of providing volumes such as these, we do expect prices to drop, and have adjusted the price per (:rares) accordingly.

Furthermore, it occurred to me that no contracts between the Veolian Commonwealth and any other party have included a functional and common sense penalty clause, leaving the matter of compensation in the event of non-fulfilment in an undefined state. Because of this, I have proposed penalty clauses on both parts of the contract.

I would also like to take this moment to inform you that I would prefer to reach an agreement at the end of (:turn) 231, if no agreement has been reached by that time, I will be forced to execute my best option next to a negotiated agreement. That is, to begin execution of alternative terraformation projects.
