The Veolian Commonwealth completed the research on Hyperspace Energy Conduits in 49, without assistance from anyone else. As such, the idea of "buying into" the technology does not make much sense.

We are willing to transfer the technology in 228 in exchange for a transfer of 100 to the Veolian Commonwealth in 228 or 229, whichever has your preference.

Our sincerest apologies, we could not find any records of licensing from the Veolian Commonwealth and assumed the research was done collaborative.

I fully understand. The technology was fully developed and well disseminated before your world even joined the Union.

Do not worry about the relationship between our worlds. Such mistakes happen sometimes. Maybe, in the future, if things are unclear, you can contact me directly to discuss the transfer technologies. The Veolian Commonwealth has always been a forerunner on the technology front, and though we are in favour of collaborative research, we have developed many technologies on our own, and are always willing to discuss transfer and licensing.
