The Astrian Colonial Authority is planning to construct zones for before upgrading the outpost. We plan the construction of the three zones to take 6 , and these zones will be upgraded after the rest of the outpost is complete.

If the Hiocan Society ensures their part of the upkeep is shipped to the Novalia System we will take care of the rest. The ACA will send half the produced goods to the My'enru System.

I will pass along your invitation to Lord-Senator Doshima, though there is a small possibility he may not be able to free enough time in his busy schedule. in any case, I myself will be present at the ceremony.

I hereby inform you the Teru Cluster has been complete a full turn ahead of schedule. Since you also take care of the upkeep, I believe it is most efficient if the Hiocans also take care of transporting the produced goods from the Hikari Outpost. If you have capacity issues the ACA is willing to take over transport duties including those for upkeep.

It is our belief that it would be most beneficial to equally divide the produce of each cluster between the two of us. There for we would like to discuss what to choose as the product of the next cluster. Our preference is currently on Utilities .

As our faction each produce others goods we can trade to complement each other, but this makes it difficult to find a last product for the cluster.

The Hiocan Society has connected to the IOnet. We are able to refurbish zones and we plan to upgrade our , and as well as , and production.
The ACA is producing , and . This only leaves only , but the Sundarians are specialized in this and it would be a shame to produce this on outpost.

Dear Mister Aosen,

We have received complaints from the Hikari Outpost that they are not receiving the proper materials they need. What's more is that the ACA is not receiving the proper amount of we are entitled to.

This is in clear violation of our agreement. We will take over shipping to and from the Hikari Outpost in order to prevent this from happening again. I also propose we make a more formal agreement. Namely the following:

The Hikari Outpost agreement

Legal

• 1. The Hikari Outpost is property of both the Hiocan Society and the Astrian Colonial Authority.
• 2. The Hikari Outpost is part of Astrian Colonial Authority sovereign territory.
• 3. The leadership of the Hikari Outpost will consist of both Hiocan citizens and ACA citizens.
• 4. Hiocan Society citizens will be allowed to freely move between the Hikari Outpost and the My'enru System, restrictions can be made at the leisure of the Hiocan Society.
• 5. If the home sector of the Hiocan Society or the ACA faces an imminent threat due to war, natural disaster or other occurrence these factions cannot be held accountable for, the duties of that faction, as prescribed in this agreement, will be temporarily suspended until the situation is resolved.

Duties

• 1. Piracy patrol for the Hikari Outpost will be performed by the ACA.
• 2. Shipment of goods to and from the Hikari Outpost will be performed by the ACA.
• 3. The Hiocan Society will pay half the costs of the piracy patrol to the ACA.
• 4. The ACA will provide and or and for the upkeep of the Hikari Outpost depending on the outpost's requirements.
• 5. The Hiocan Society will provide and or and for the upkeep of the Hikari Outpost depending on the outpost's requirements.
• 6. In case of war the ACA will be responsible for protecting the Hikari Outpost.

Gains

• 1. Goods produced in each cluster will be split equally between the ACA and the Hiocan Society.
• 2. Unexpected gains from the Hikari Outpost will be split equally between the ACA and the Hiocan Society.

Penalties in case of failure to fulfil duties

• 1. If the Hiocan Society is unable to provide the necessary goods for upkeep they will pay a sum of equal to the cost required to purchase these goods from the Open Market to the ACA.
• 2. If the ACA is unable to provide the necessary goods for upkeep they will pay a sum of equal to the cost required to purchase these goods from the Open Market to the Hiocan Society.

I believe this agreement will make matters more clear and prevent conflict.

The delivered shipment of is correct, there was only a mistake in the log. The Hiocan Society has no intension of deceiving the Astrian Colonial Authority and hope you will know that if we make an error we will do our utmost to correct it.
