It seemed that the Divine Fiefdom of Highmons had still not learned to cope with the IO from their previous communication. And has apparently given up on using the IO's form of communication, it might also be that this was actually a test:

After a thorough study of the holy scriptures on the topic of your souls the matter is undecided as of yet. As stated previously, the condition that no droids will be employed to install, maintain or upgrade the Holonet Relay Station is not one that can be bought off over time -- droids are a mockery of life.

Because of the unclear situation, the Divine Fiefdom of Highmons does not wish to unduely hinder your rise as a member of the Union. As a favour to the IO, we are willing to provide labour at cost and to extend the allowed capacity with this additional 3500 to allow the total of 5500 .

((OOC: With the introduction of this has become much easier! As stated in the Using NPC territory options for spending influence, attaching holonet relay upgrade stations costs 2 per station. Note that the IO remains the owner of the stations, and that the Fiefdom of Highmons is not responsible for guaranteeing their , only the base station attachment. Only using (:capacity) costs 5 for a year...

As such, this deal will work with an expenditure of 14 . After which you may construct your 7 upgrade stations in their sector.))
