With reference to your request of 2011-12-25, I have prepared a quotation and have detailed some of the options with regard to a payment plan.


Tiam Luna is classified as a large moon, currently without any atmosphere. Surface heating of Tiam Luna will require 525 , and a terraformation initiation research of 750 . As the Praetorian Empire has not yet licensed the Surface Heating technology I have included the licensing fee in the quotation.

The total costs of Surface Heating of Tiam Luna are 4,516 , consisting of:

• Terraformation modules, 525 at 5.26754 a piece: 2,766 ,
• Terraformation initiation research: 750
• Licensing cost of Surface Heating technology: 1,000

By licensing the Surface heating technology the Praetorian Empire acquires an unexpiring (and non-transferable) grant of usage for the Surface Heating technology in any terraformation project endorsed by the Veolian Commonwealth. An alternative to licensing the Surface Heating technology is an increase in the price of used with +1 per module. This would lower the total costs to 4,041 .


Based on an agreement on the payment plan we project the terraformation initiation research in 30 - 32, and the actual terraformation starting from 33 and finishing on 38.


Projects of this magnitude usually require tailor-made payment plans. As a basis for further negotiations, we have determined a few options that might be agreeable to you:

1. 501 in 30-37; 508 in 38.
2. 250 in 30-32; 627 in 33-37; 631 in 38.
3. 250 in 30-32; 50 + 197 in 33-37; 50 + 201 in 38

As you can see, the Veolian Commonwealth valuates at only 5.26754 per unit. We have an abundance of trade capacity, but we are willing to accomodate you by accepting mass-transit cargo freighters at a discounted Open Market rate.

Since it is possible to terraform a Large Moon in 2 turns and the Veolian Commonwealth is asking market price for the the Praetorian Empire will probably buy extra from the open market in the first few turns of terraformation resulting in a completion after around 4 turns. However if the Veolian Commonwealth would sell their for 5 each we are willing to give you some more time to ship us all the 525 modules.

In reply to your letter of 2011-12-26, I have consulted with my Senator and her economic advisor.

I am afraid I have not made myself clear in my previous letter. The value of 5.26754 per is our final valuation. Usually the Veolian Commonwealth does not deviate from this valuation, as this would incur long negotiations with any potential business partner. Normally we would withdraw from negotiations if a potential trading partner is willing to squabble over a difference of 145.1835 , thereby withdrawing our technological support.

However, my senator has asked me to take into account the positive history of our factions, and the continued support of the Praetorian Empire in most political aspects. After consultation with the Bureau of Economic Directions, I am happy to announce that 5.0 per is agreeable, provided that our current trade is extended into 30, 31 and 32.

If you agree to the extension of the gasses trade, the final payment plan is set up as as follows:

• Licensing + intial terraformation research: 1750 . Paid as 500 in 32; 250 in 33-37.
• Module payment: 50 + 187 in 33-37; 50 + 190 in 38

Please have your senator ratify this agreement within 5 days, so we can start the necessary preparations for the project.
