It was fortunate that the Hemet Veolian didn't need to sleep, as she was rudely interrupted in the middle of the night by one of her servants.
"Apologies for the intrusion your Highness, there is an urgent message from Senator Ght'Twwf." the servant stated.
This was unusual, as the Senator was not in the habbit of making calls outside of the appointed hours.
"Minister, in accordance with Article four of the Alliance Declaration, the Socialist Republic of Niom asks for assistance of the Union Defence Fleets. An unidentified flotilla of ships has entered our sector and is unresponsive to communications."
That was remarkably brief and to the point for the Niomian senator, so it was clear that something had shaken him up.

That was remarkably brief and to the point for the Niomian senator, so it was clear that something had shaken him up.

Although hemet veolians do not sleep, they do take time off to pursue personal goals or to relax. As such, the intrusion was not appreciated by the veolian senator. However, Senator Ght'Twwf was not known for his capricious behaviour, and anything that had him break with the order of things must be important indeed.
Ignoring her very casual clothing, Aeka hurried to the holonet interface.
"Senator Ght'Twwf. This is grave news indeed. I will immediately dispatch one of our fleets from sector 14 -6, you can expect reinforcements from multiple corvette squadrons within the day. The bulk of the fleet will arrive within 6 days.
I will close this connection to attend to these matters immediately."
After she closed the connection, the minister called out to one of her aides: "Fetch my ceremonial armour, I to won't do to give orders wearing this nightgown." While her aide went to fetch clothing more appropriate to the situation, Nehket Aeka set up a secure connection to the Union Defence high command.
After she donned her armor and robes, she opened the connection.
"Commander, an unidentified and unresponsive flotilla has entered sector 14 -7. Please dispatch our fleet in sector 14 -6 immediately, and stage the fleet at 11 -7 to reinforce if necessary.
We do not yet know the intentions of the unidentified fleet, or whether they are part of a larger force, so put the other fleets on alert."

"Command acknowledged Minister, we are moving the fleet from Sector 14 -6 to Sector 14 -7 and alerting the other fleets. May I also suggest deploying a sensor vessel to determine the exact composition of the enemy fleet and a unit of high speed reconnaissance fighters to get visual confirmation? That will risk losing the fighters, but if we do, at least we will have no doubt about their intentions." the commander suggested

"Minister, our advanced scouts have made contact with the enemy fleet. Transmitting images." High-Admiral of the Fleet Thaikonderoga, who was in command of the fleet that had been dispatched to the Niomian sector, reported in. He was a near-human, a veteran of the anti-piracy actions of around the times the Union was founded. Well past the retirement age, he showing no signs of slowing down just yet.
The admiral switched the view screen to display images from the scout ships.
"The small dots in the background... those aren't stars." he explained. "Those are more ships"

"The fleet consists of a wide range of vessels, from one man craft to mass transit cargo freighters. Many of the ships are damaged, some are out of power, some of them do not even have hyperspace capability themselves, but they have hooked onto larger vessels and are being towed. Our estimate is that there are at least fifty-thousand vessels, though there are still more coming in.
From the configuration and from listening in on their transmissions, it appears this is a refugee fleet from Sector 17 -9. Scanners report more than a hundred million people across the fleet and some of these ships are cramped so full of people it is a miracle they are still flying.
We have additionally established that the conditions in the fleet are abominable. The reason we were unable to contact the flotilla is that the entire communication spectrum is being spammed with queries for help, between vessels, to passers by, out into general space... ships are running out of air, water, power... The ships appear to be heading straight towards Niom, the closest full Union member to their Sector of origin."
The admiral looked straight at Senator Aeka.
"Minister, most of these ships do not have weapons, but these are desperate people without centralised leadership and there are a lot of them. Even without weapons, they pose a significant security threat to Niom and to the Union.
I have ordered the fleet take up defensive positions around the Hepra system ((OOC: Niom's home system)) and to block any refugee ships from entering until such time as a decision about what to do has been made by the Senate. We can hold them off and the refugee fleet is still a few days out, but we may be forced to use violence if they refuse to halt their advance. I need a political decision about our course of action and if necessary rules of engagement, as the situation is not currently stable."
The admiral didn't like telling his superiors what to do, but it was clear from the look in his eyes that he was deeply concerned - when a man of his status and experience was worried, you could be sure it was something to worry about.

The minister of defence fidgeted with one of the clasps of her ceremonial armour while she waited for her aide to set up the connection to the Union Defence high command.
"Commander, the senate has reached a decision regarding the situation in 14 -7: the Union will offer refuge to these refugees.
To ensure that the aid effort goes smoothly and does not endanger the Union or its members, we will commit two more fleets.
The Thaikonderoga is tasked with the protection of Hepra. I have asked the Niom government to designate a refuel and resupply area, please coordinate the efforts with the local government.
The other two fleets will assist in maintaining and patrolling a corridor along the Bozzy Spine so the refugees can reach the Smi-Halek System.
If, by your estimation, this operation requires a further commitment inform me at your earliest convenience."

We have completed the staging ground in coordination with the Niom government. We have also finished our first inventory of the refugee fleet. We are currently looking at about 1.0
in total. After staging, about 0.1
will arrive at their final destination per turn. We expect the first ships to begin arriving at their destination in turn 52.
In total we will need at least 3.000
to finish all refuelling and supplying to get the population to their destination, not counting the cost to integrate them once they reach the destination.
The Niom government is having trouble with some of the ships landing and dropping refugees on their planets. We are dealing with the situation in as humanitarian a manner as possible.
Finally, the fleets are carrying out your orders and report no problems besides a few refugee ships needing to stop for repairs."

Besides the obvious cost for rising population, there will also be some additional cost to integrate the population into your culture - the cost of this are unknown and depend on the cultural differences between your faction and the slave rebellion.))
