"Dear Senator Harek,

As you already know, the current laws do not allow a Minor World to take up the responsibilities of a Core World. I am of the opinion that all all factions within the Union should be able to reach their fullest potential, up to and including a position in cabinet.

As only Core Worlds can propose new laws, or amendments to current laws, this leaves the Minor Worlds in a difficult position. A lot of Inner worlds pay careful attention to their economies, and care less for those that do no contribute taxes to the Union. This makes it difficult for the Hiocan Society to pressure them into action on this topic.

The Veolian Commonwealth, being a Core World, is willing to sponsor a change in the laws, allowing Minor Worlds to take up the responsibilities of a running a Ministry. Unfortunately, this requires us to overcome significant hurdles, as the current cabinet will not be unanimously positive on this matter.

Because of this, we propose the following: In exchange for our efforts on proposing said law, we would see your vote in the upcoming chancellor election go to a candidate of our choosing.

I thank you for your concern for the minor Worlds. The Hiocan society believes in an open society where everyone has a voice. We believe in the qualities of a person and the size of the world should not matter for performing the task of minister. It is not only that a minor world cannot become minister but also the role of becoming a chancellor has high price. I know that the candidate should show some dedication but this should not be in tax but in efforts. This way smaller worlds are prohibited from having real political influence.

The Hiocan society has high hopes for upcoming elections. Unfortunately, the speeches did not include many aspects and this makes it hard to make a choice. Hopefully, by asking some question we can get the answers we are looking for. Like the senator Zalyass we are concerned of the internal structure of the Union. One should first have their own organization in order before expanding to a size that own cannot supports itself. Your questions towards Bolv’ar are needed to get a clear picture to what the candidate wants.

Your offer is intriguing. This offer gives us the chance to change the Union so power is more equally spread. But the price is that you chose to whom our vote goes for chancellor. A chancellor has quite some influence on the future and we want to make sure it is the right person. At the moment none of the candidates have convinced us to vote for them. I would like to the give the candidates some more time to answer some question that we have for them. If after this we are still not satisfied we take your offer so progress can be made.

Hopefully we can together change to Union to become better.

"Dear Senator Harek,

The Veolian Commonwealth shares your views on the selection of ministers, those that are elevated above the average, those with great qualifications, should be allowed to have a say in the running of the Union. However, we are also of the opinion that some functions can not be fulfilled without having adequate experience in the field. I understand your position on the selection of the Chancellor, and would like to point out that the traditional donation is, in fact, not required by law. As I see it, the donation shows, to a certain extent, that the candidate hails from a world that has ample experience in large-scale economics, a facet of the Union that might not be so familiar to minor worlds.

Your desire to wait until the candidates have clarified their positions is commendable. We will show our hand to you: should you accept our offer, we would ask your vote for Bolv'ar. I've personally known him since the Veolian Commonwealth joined the Union, and he has shown himself to be both fair and logical. And though his message sounds militaristic, his actual goals are toward the prosperity of the Union.

Please let us know your decision as soon as you reach it.

“Dear senator Nehket Aeka,

We will hereby accept our offer.

Both candidates have answered our questions. From that it is clear who the better candidate is. While Chancellor Achetoo ignores our arguments and continues her own story in a different way, Senator Bolv’ar replies with arguments and shows what he is planning to do. Senator Bolv’ar howevere has in our opinion a too much military view, but he does see the point of better collaboration. He therefore has partly our support. With your offer of improving the status of minor worlds we can without objections vote on Senator Bolv’ar.

We also have some political concerns we which to share with you. With this many factions we think that it is necessary to start investing in a good structural basis for the Union. As seen in the debate about the Skulddaran senator, more understanding of each other cultures would reduce political friction. With more factions joining there should be clear rules and regulations; maybe even an Interior ministry is needed. But this can be discussed another time, first we have to wait for the results of the elections.

We are looking forward to a prosperous relation.
