However, this entails some security and legislative concerns for us. First off, protocol dictates that her imperial majesty is accompanied by at least two of her handmaidens on such visits. If it is not possible for at least two individuals of the retinue of her imperial majesty to carry arms, this visit might become problematic.

My empress has expressed her desire to be accompanied by Tayu Shanora, and hopes that this does not pose a problem. I must admit that I am unsure of the exact details of Praetorian law, but as far as we have been able to determine the status of such possessions is something omitted from Praetorian law. Could you elaborate on this issue?

We understand the need for protection and advisors. For important individuals it is allowed to bring armed guards into the Embassy. Although there are some limitation on the amounts and types of weapons allowed. There are no heavy weaponry and explosives allowed in the embassy and all weapons have to be registered before entering the building.

Praetorian Law states that all Praetorians are equal in their opportunities to grow in the Praetorian hierarchy. Praetorians are usually promoted by a superior if they served well for a long period of time or did a honorable act. How a leader handles business with his subjects is free for him to decide, although if he is not dealing with his subjects in an efficient and honorable manner it is possible that he is replaced by his superior.

Your Empress is clearly Tayu Shanora's superior. How you handle things internally is not our concern. Since we believe that she is treated well and is given the opportunity to prove herself worthy we see no problem.
