Dear senator Eldrilith,

While I have no conceptual problems with the Praetorian Empire taking up the construction of (:capital-ships), your timing is unfortunate. As you suddenly switched to the production of capital ships, it is no longer possible for me to propose any law that contains a direct subsidy on (:capital-ships) production.

After all, any such law proposal would now be explained as me trying to benefit the Praetorian Empire, whom are our long-standing allies. Even worse, it would seem as if I gave you an advance warning that a new law with such subsidies is going to be proposed. So, as you see, you effectively prohibited me from proposing any law that subsidizes capital ship production -- unless I want to appear biased.

Furthermore, you are member of cabinet. As such, it would be good if you would adhere to the campaign line of cooperation. And your current direction seems to move away from cooperation in favour of being independent. Would it have hurt to at least appear interested in outsourcing production to the Teprogrenaian Consensus? A simple holonet message would have done, even if you already knew you were not going to outsource.

I hope that you will take such effects in consideration, next time your world decides to throw it's industrial weight around?

Dear Chancellor Nehket Aeka,

We never intended to influence the (:capital-ships) subsidy when we started on the process to produce our own fleet. Still a (:capital-ships) subsidy could still be possible if it has the same limitations as the (:mtcf) subsidy. A taxable income barrier of 1000 (:tax) would mean our faction would not be using this subsidy. These subsidies are for the smaller economies, although in the case of (:capital-ships) this is counter intuitive since military fleets are not affordable for smaller economies. In the case of giving the subsidy to the producer that applies to these limitations only the Teprogrenaian Consensus would be capable applying for now. We don't think this will be an issue.

Furthermore Dareal Noxim already explained to a representative of the Teprogrenaian Consensus that we are willing to assist them in their effort. The problem is that they underestimate the investment costs of shipping all these materials to their sector. Their proposal to supply their capital ships zone with our (:weapons) and (:metals) (or worse (:metals) , (:gas) and (:crystals) ) is simply not economically viable.

Maybe it is time for a cabinet meeting to discuss practical cooperation solutions.

With all due respect, I do not care about your intentions. I only care about the public image your actions present. And while it might be true that you proposed a limitation, you were fully aware that I will not be able to propose such due to a campaign promise: "I will make sure that proposed laws will be applicable to all members of the Union, and not conditional on the taxable income one has."

Furthermore, everyone is aware of the fact that taxable income can easily be manipulated, especially by an economy such as yours, with a large trade capacity. So that argument will find little ground with any political opposition. Again, I do not care about your intentions behind this, and I am sure that they were not malicious, but you give our political opponents a lot of fodder to work with in this way.

Besides, my calculations point out that the Praetorian Empire is perfectly capable of shipping the required materials to the Teprogrenaian Consensus. With only a single investment of 100 (:mtcf) and a reassignment of fleets you would be capable of transporting another 800 goods to the Teprogrenaian Consensus, allowing you to use their excess capital ship labour for an extremely small investment you will want anyway.

However, as I said, I care little for your reasoning behind this move. I just wish to point out to you how your actions are perceived, and ask you to consider the public eye while in cabinet.
