Due to the 'recent' change to allow brownout zones, the tax tool is outdated.

@Mercury: How does one define a brown-out? I remember talking about this, but I can't seem to find the topic.

in their datablock to indicate it is browned out. The power tool picks up on this and takes it into account.

This bug has been fixed.

If you need to use this immediately, a forced refresh should do the trick.
