Subject length was limited to 60 characters (64 for replies since they feature "RE: "). It has been increased to 96 (100 for replies).
This current value is the limit of the current database setting, which is the default phpBB configuration. Adjusting the technical limitation is possible, but requires a lot more work, which I do not feel is worth the additional effort at this time.
Should the current limit turn out to be too short, we'll look into it, but for now I think 96 characters should be enough.
