Tax Collector β2: Patched 'reserve' directive

Up till now the 'reserve' directive was faulty.
It only reserved goods directly produced in the target economy, and ignored goods that were traded in. This has been fixed in the current version.
If you use the reserve directive, please check it's behaviour.
PS. Do no forget to refresh your browser cache before saying it doesn't work for you. (Pro tip: you can usually refresh the browser cache by hitting ctrl+f5.)
