Upgrading Scanning fleets

The following question came to mind when planning the upgrade for my second, currently in
6, -7, can I upgrade it where it is (as if it was a tradefleet) or do i need to move it to my system first before I can upgrade it, similar to a military fleet?

Though this might be problematic if you somehow get it behind enemy lines.

I think you should upgrade it in the home system. In my opinion is upgrading something special and forcing all upgrades to be done in the homesystem helps to keep the rules more consistent.
I don't know if and what the rules now say on scanning fleets. Probably nothing I presume.

They say nothing indeed. But the rule of thumb: 'upgrades take place on the system supporting the fleet' sounds reasonable.
The military fleets need to be inactive at their home port to upgrade them since they can't fight when they are under construction.
These scanning fleets only get a one-time upgrade on their systems which does not really require any rulings on locations and such I think.

@Chriz: true, but I like the symmetry of Elmer's proposal. It cleanly defines a simple rule: upgrades are done when the mobile part is in the home port. (Whatever the mobile part and the home port are)

I agree on the symmetry issues: upgrades in the home port.

At the moment, we have:
Three in favour of applying the 'upgrades in the home port' scheme to everything and spefically the Scanning Fleets.
One in favour of not requiring any location.
If no further discussion ensues, I will be proposing a rule to enforce the 'upgrades in the home port' scheme soon.

Ugrades
A survey fleet can only be upgraded while it is inactive and in the same sector as its supporting zone. It must remain inactive and in the same sector for the duration of the upgrade. If the fleet leaves the sector for any reason, the resources spent on the upgrade are lost.The addition of small note on the Passive Hyperspace Scanning Array page:
During this upgrade the fleet must remain docked in its supporting zone.
