Why is Deep Polar Melting so expensive?

Question: Why is the cost of terraforming Oceans (with Deep Polar Melting) a whopping 150
per zone?
I understand that it would be 75-100
per zone, as the Oceans give a conditional +5 or +10 depending on the world's atmosphere type (+5 for Type II, +10 for Type I). On top of that the Oceans give an extra +10
, but why does this cost an extra 75-50
?
For this +(organics) I would expect a little extra on top of the base 75
. For example an extra 15
wouldn't sound unreasonable. Then again, the original +5 and +10 bonuses are already conditional -- so the base cost might even be lowered a bit as well...

You are now paying full price for a bonus that is conditional on the fact that you have Atmosphere I as well and only build organics zones on your planet. I think 100
sounds more reasonable as well.

All prices are set for the maximum possible benefit, not the actual benefit received. This is the way the system works.
That said, I do see how the conditional and limited bonus might warrant some sort of compensation. My suggestion would be to put Deep Polar Melting on the level of Hyperactive Stromatolites in terms of pricing.

I know that everything is calculated according to optimal benefits; that's exactly why I questioned the 150
cost ^_^
