Does the penalty on metal production from a cold orbit apply on astroid belts aswell? in this case the zones would only have a production of 90 that can not be upgraded here. Is an astroid belt included in your definition of "planet" in an orbit.

This is correct. In hot orbits, asteroid belts, rings and trojans get a bonus, while gas giants get a penalty. Likewise, in cold orbits, asteroid belts, rings and trojans get a penalty while gas giants get a bonus.

The above mentioned concerns special options, but it would imply that asteroid belts are not included in the definition of a planet.
When the 'applies to' field lists “planet” this means any gas giant or rocky planet that circles around the central star. This includes dwarf planets, but not asteroid belts.

Asteroids are not "planets" in the sense for Specials. However, orbit modifiers apply to ALL objects in that orbit. This includes planets, moons and roids.
