According to the rules now it is possible to import the power that is generated as base power on orbit 1 to orbit 2. If this is not possible on game start it is not possible to start on 2 different planets (with more then 7 zones) since you only get 1 power station...

It is possible to move power between orbits without any special installations, at the cost of 1 power per power - L1 stations are only to improve on the power loss ratio.

Base power is generated per orbit, not per planet. Hence a power station on a Dwarf Planet can power metal zones in an Asteroid Belt.
