Can you refurbish a zone to a special projects zone without needing the refurbishing tech? These zones don't fall under the regular zone types.
So how are special project zones handled?
Personally I think creating a tech for refurbishing to special projects zones isn't a very good option as these zones can vary widely in what they are IC.

That is actually quite a good question I think.
We could of course make the special projects 2000
cheaper when you refurbish to one, but that wont do for projects which require something different than tax. I think that if you want to refurbish to a special project zone, you simply are fucked and have to pay the whole price all over again :'(

I don't mind paying the full price for a special project zone. What I want to know is if it can be done or not.
I was talking it over with Remco last weekend. It says explicitly in the refurbishing that you can only refurbish to an industry zone.
Nowhere does it say that you can't just build over an existing zone, it's just not refurbishing so it costs the same as building the special project zone on an empty zone.

Personal opinion: I think that Dragonmaster352 simply wanted to know if he could, for example, construct a space elevator on a zone that was already something else. The fact that he used the term 'refurbish' created some confusion. I also think that special projects are not good design space for refurbish techs.

This is how it is currently working:
- You are allowed to construct zones on either undeveloped or developed zones. You'll pay the normal price for constructing that zone type there.
- Refurbishing is a special case, that gives you a discount in specific cases.
